Cases of Illegal Arrests After the Supreme Procuratorate Published the Bulletin, "Strictly Investigating and Punishing the Crime of Impinging on Human Rights"

The Chinese Supreme Procuratorate decided to carry out a one-year special campaign to strictly investigate and punish the crime of impinging on human rights from May 1st to June next year. This decision affects five categories of crimes. They are illegal imprisonment, illegal searches, extorting a confession by torture, collecting evidence by using violence, and abusing prisoners and illegally extending detention terms. But, after this bulletin was published, the cases of illegally arresting and detaining Falun Gong practitioners have increased.

The following are some cases of illegal acts by the police that happened recently:

Ms. Cao Yuhuan, a Falun Gong practitioner, was living in Guta district of Jinzhou City within the jurisdiction of Jingye Police Station. On May 28th 2004, She was arrested while clarifying the truth. It has been confirmed that she was sent to Masanjia Forced Labour Camp.

On May 21st 2004, Mr. Liu Guangfu was arrested by policemen from Zhongtun Police Station and National Security Brigade without any excuse and sent to Jinzhou Forced Labour Camp. Mr. Liu was living in Jinzhou City.

On May 21st at about 9 pm, Ms. Guan Shuchun was arrested by policemen from Zhongtun Police Station and sent to a brainwashing centre. Her personal freedom was deprived and she was forced to watch video programmes slandering Falun Dafa. Ms. Guan was a citizen of Jinzhou City.


Falun Gong practitioner Zhang Lifeng was arrested by local policeman Sun Feng from Beijie Police Station and the director of Beijie Neighbourhood Administration Office Sun Qinghe. Zhang was sent to the brainwashing center for forced brainwashing.

The following is Zhang Lifeng's account of his situation in the brainwashing centre:

"On June 3rd 2004 at about 10 a.m., Sun Feng, a policeman from Beijie Police Station of Guta District and Sun Qinghe, the director of Beijie Neighborhood Administration Office, suddenly broke into my home with 3 or 4 other people. They confiscated my four Falun Dafa books. Then they forced me get into their car outside my apartment building. They sent me to the brainwashing centre of the "610 office" (1).

"They brought me to a room, and I was the only person in that room. Then, they sent somebody from the Neighbourhood Administration Office to monitor me all the time, no matter whether I was eating or sleeping. I was not allowed to speak without permission."

"In the daytime, I was forced to attend the brainwashing session and watch the video programme slandering Falun Dafa. There were 5 or 6 practitioners who had been tricked or captured there. Each of us was monitored by one person from our Neighbourhood Administration Office. We were not allowed to talk with each other at all. The environment was suffocating."

"A few days later I was showing some symptoms of heart problems. I had angina, my hands were numb, I couldn't eat any food, and I couldn't hold my head up. Although I was in such poor health, they still forced me go to the lecture. I couldn't hold my head up, so I crouched down on the table. They still forced me to watch the video and didn't allow me to leave until the video was finished. In the end they had to support me with their hands going back to my room."

The cases listed above happened after the Supreme Procuratorate published the bulletin, "Strictly Investigating and Punishing the Crime of Impinging on Human Rights." In the past few years, Falun Gong practitioners have been suffering from the persecution. Meanwhile, no court in China has accepted any lawsuit by Falun Gong practitioners. They profess that they want to protect human rights, but actually they are violating human rights all the time. In June of this year, the "610 office" of Jinzhou City held a brainwashing program. They kidnapped Falun Gong practitioners from their homes to go to the session. In April, May, and June there were dozens of Falun Gong practitioners who were sent to the forced labour camps. These cases seriously infringe on human rights.

The Chinese National TV Station broadcast the bulletin mentioned above. It was said that it doesn't include cases regarding religions and different beliefs. So isn't freedom of religion and belief a basic human right? Isn't it impinging on others' human rights to force others to give up their beliefs? In the past few years Falun Gong practitioners have been suffering severe persecution, which has caused some families of Falun Gong practitioners to be torn apart. As of now, six Falun Gong practitioners in the area of Jinzhou City have been killed as a result of the persecution and a few Falun Gong practitioners were tortured to the point of mental collapse. Many practitioners were injured or disabled. The persecution of those innocent citizens has caused very serious consequences. Isn't this a case of impinging on human rights? Shouldn't this case be investigated and punished?

Belief in Truthfulness-Compassion-Tolerance is good for any nation or group of people. In the past few years Falun Gong practitioners have sacrificed a lot to try to stop this persecution of innocent people. While facing heavy political pressure and attacks from the state-run media media, Falun Gong practitioners have shown rationality and steadfastness. They have continually clarified the truth in a peaceful way. Although the persecution is very serious, they have reacted in a completely peaceful way.

When this period of history is behind us, all of those who have perpetrated evil will face judgment. They should think about their futures and leave a way out for themselves.
