Former Gansu Province Police Officer Mr. Chen Zhongxuan Put on Wanted List

Around 10:00 p.m. on September 24th, five practitioners, including former police officer Mr. Chen Zhongxuan, Ms. He Yuhu, Ms. Han Xiufang, Ms. Feng Caihong, and Mr. Jin Yaowu, were arrested while they were driving through Zhongchuan Town, Huining County, Gansu Province. The police searched their homes the next day, tortured them using the tiger bench1, and brutally beat Mr. Jin and Ms. He in the criminal investigation brigade at the Huining Police Department.

It was reported that Mr. Chen escaped, and the other practitioners were taken to the Baiyin Detention Centre on September 26th. Since Mr. Chen is a former police officer, the Gansu Province Police Bureau got involved and listed him on a nationwide wanted list.

Mr. Chen, 50, was an officer of the Huining County Police Department, and received an “outstanding performance” award. He started to practice Falun Gong while he was training at the Gansu Province Police Academy in June 1999. Although officials from the provincial government and county police department repeatedly tried to talk him into giving up his practice of Falun Gong, Mr. Chen stuck to his belief. More than a dozen of his family members practise Falun Gong, and all of them were harassed during the more than ten-year persecution.

Mr. Chen was under surveillance year round, and his calls were monitored. His younger sisters, Ms. Chen Shuxian and Ms. Chen Jie were subjected to forced labour, prison sentences, and torture. His elder sister, Ms. Chen Shumei and brother-in-law, Mr. Liu Haixue, were forced to leave home. His two elder brothers were harassed and their homes ransacked for practising Falun Gong. They passed away in 2008.

After the Chinese Communist Party (CCP) started persecuting Falun Gong on July 20th, 1999, Mr. Chen Zhongxuan went to a Gansu provincial government office to appeal for justice for Falun Gong. He was detained for two days and then for another 15 days. After that he was taken to the Huishi Town Brainwashing Centre in Huining County, organised by the county's Political and Judiciary Committee and police department. He was detained for another 15 days and then dismissed by officials from the police department. During this time, officers from the Political and Judicial committee and police department repeatedly threatened and berated him.

Mr. Chen went to work at a township government office in May 2000. He was frequently threatened and verbally abused there by Wen Dehui, the deputy party secretary of Huining County, the party secretary of the county's Political and Judiciary Committee, and Wang Qingguo, party secretary of the township. During this time he was constantly monitored, including his telephone calls.

Note

1. "Tiger Bench": Prisoners are forced to sit on a small iron bench that is approximately 20 cm (6 inches) tall with their knees tied together. With their hands tied behind their backs or sometimes placed on their knees, they are forced to sit straight up and look straight ahead without movement for long periods of time.
