Former Lecturer at Shanghai Police College Mr. Liu Peng Shocked with Electric Batons at Tilanqiao Prison

Falun Gong practitioner Mr. Liu Peng from Shanghai was sentenced to 5 years in prison in 2008, and has been held in Tilan Prison in Shanghai. He has been subjected to severe physical abuse and torture. It has been learned that guard Wang Haocheng of Team No. 3, Ward No. 6 shocked Mr. Liu with electric batons for a long time. He deceived Mr. Liu's family many times, lying to them that Mr. Liu didn't want to see his family, and thus deprived his family of the right to visit him in prison.

In June 2010, Mr. Liu was transferred from Ward 2 to Ward 6 of the prison. Team No. 3 head Wang Haocheng instructed criminal inmates to beat him ruthlessly, and broke his right femur [thighbone]. When Mr. Liu's family eventually saw him on July 27th, 2010, they also noticed injuries on the backs of his hands and on his neck.

Wang Haocheng also instigated criminal inmates to force Mr. Liu to stand facing a wall every day from 7:00 a.m. to 9:00 p.m. Wang placed a loudspeaker in Mr. Liu's cell, which was about 3 square metres, broadcasting at high volume, severely damaging his hearing. Wang Haocheng often shocked Mr. Liu with electric batons. He was tortured this way for more than a year.

Mr. Liu has been confined to a cell of only 3 square metres. Once Mr. Liu slipped and fell while doing some washing and his head was bleeding. Guard Wang Haocheng would not give him any treatment, instead he slandered Mr. Liu saying that he had injured himself. As a result, Mr. Liu was placed in solitary confinement for 7 days.

Mr. Liu was also subjected to sleep deprivation and was often beaten.

Since the Chinese Communist Party (CCP) launched the persecution of Falun Gong in 1999, Mr. Liu Peng has been arrested and detained many times. In early July 2000, when his son was only three months old, he was sent to Shanghai No. 1 Forced Labour Camp, where he was tortured and subjected to brainwashing. Just after he was released in early 2003, Minhang District Domestic Security Division agents arrested him again. He was then sent to Shanghai No. 3 Forced Labour Camp with a term of 18 months.

Agents from the Xuhui District Domestic Security Division arrested Mr. Liu again in February 2008. A hearing was held in the Xuhui District Court on October 21st, 2008, and he was shoved into the courtroom with a force-feeding tube lodged in his nose. He was sentenced to 5 years and sent to Tilanqiao Prison on March 10th, 2009.
