Persecution of Falun Gong Practitioners from Xi'an Aircraft Industry Company

After the Chinese Communist Party began persecuting Falun Gong, more than ten practitioners working in Yanliang District, Xi'an City were sentenced to jail terms or forced labour, and scores of practitioners were persecuted in brainwashing centres or while in police detention. Most were employees of the Xi'an Aircraft Industry Company (Xi Fei), and some worked in the Flight Test Institute (FTI).

Mr. Zhou Biao, 40, was an engineer at Xi Fei. He graduated from Xi'an Jiaotong University. He was sentenced to nine years in jail in 2007 because he produced Falun Gong leaflets exposing the persecution. He is now detained at Weinan Prison in Shaanxi Province.

Mr. Zhang Xinyuan was in his fifties. He worked in the Flight Test Institute. He was detained twice and sent to a brainwashing centre twice, the second time being in 2003. After three months of persecution there, he managed to escape. He died in 2007 after leaving home to avoid police harassment.

Mr. Song Zhi, 35, works at the FTI. He graduated from Xi'an Technological University. Mr. Song has been arrested six times, and sent to the brainwashing centre five times, for a total of 18 months. He was sent to a labour camp in 2000 for two years, and again in 2006 for 13 months. The FTI authorities use low wages to punish him. His monthly salary is kept at about 1,000 yuan1, while his peers make 3,000-4,000 yuan.

Mr. Feng Xincheng, 41, works at the FTI. He has been arrested five times, and sent to a brainwashing centre three times, totalling 13 months there. In May 2006, he was sent to a labour camp for one year. He was arrested again in June 2009. This time, the police extorted 20,000 yuan from his family before releasing him.

Ms. Wang Juan, 46, worked at Xi Fei. She has been arrested six times, and sent to a brainwashing centre three times. She was sent to a forced labour camp in 2003, and later received medical parole. Ms. Wang was arrested in March 2010 and sent to Gaoling County Detention, where she currently remains.

Mr. Wang Yongzhuo is in his forties. He worked at Xi Fei. He has been detained twice. He received a six-month jail sentence following his trip to Beijing in 2001 to appeal for Falun Gong. He was later fired from his job.

Mr. Huang Genjin, in his forties, worked at the FTI. He is a graduate of Xi'an Technological University and a senior engineer. He has been arrested three times, twice sent a brainwashing centre, and twice sent to a labour camp. The first time he was sent to a labour camp was in 2000. After the police extorted 10,000 yuan from his family, he was able to serve out his labour camp sentence at home. The second time was in 2007 and he served one year in the labour camp.

Ms. Xu Wei, in her forties, works at Xi Fei. She has been arrested twice. In 2003, Ms. Xu was sent to a forced labour camp for 18 months.

Ms. Zhou Yanping, in her forties, works for the FTI. She has been detained twice, and sent to a brainwashing centre three times. She received a one-year forced labour camp sentence in 2007.

Mr. Li Heping is a peasant in his forties who lives in Lipi Village. He has been arrested three times. In 2007, he received a one-year term of forced labour.

Mr. Wu Xiaohui, a young man in his twenties, was a resident of the FTI housing compound. He has been arrested three times. He was sentenced to one year in a labour camp in 2005. His family was told to pay 5,000 yuan to the police but they didn't have the money and Mr. Wu ended up serving the whole term.

Ms. Jia Shufen is a retiree of Xi Fei in her sixties. She has been arrested twice. In 2005, she served one year of forced labour.

Ms. Tang is a resident of the Xi Fei housing complex who is in her sixties. She was detained for more than eight months and later sentenced to three years in jail. She received medical parole and served her sentence out of jail.

Mr. Xing Zhiwen is a retiree from the FTI, in his sixties. He has been detained twice and spent three months in a brainwashing centre in 2007.

Mr. Su Haiping works at the Agriculture and Forestry Department in Yanliang District. He is in his thirties. He has been detained three times and sent to a brainwashing centre twice.

Mr. Yang Renfeng is a retiree of the FTI in his sixties. He has been detained once and sent to brainwashing centre once.

Mr. Li Bin is an employee at Xi Fei in his thirties. He has been detained once and sent to a brainwashing centre once.

Ms. Chen Xiuyun is a retiree of Xi Fei in her sixties. She has been detained twice and sent to a brainwashing centre once.

Ms. Gao Caineng is a retiree of Xi Fei in her sixties. He has been detained twice and sent to a brainwashing centre once. Most recently on April 3rd, 2010, Ms. Gao was arrested by police from Yanliang District. She is detained at Gaoling County Detention.

Ms. Wang Zhiqin is a retiree of Xi Fei in her sixties. She has been detained once and sent to a brainwashing centre once.

Ms. Jiang Weidong is an employee of Xi Fei in his thirties. He has been detained three times and sent to a brainwashing centre three times.

Mr. He Bifu is a retiree of the FTI in his sixties. He has been detained once and sent to a brainwashing centre once.

Ms. Zhao Caifeng is a retiree of Xi Fei in her sixties. She has been detained once. Recently on March 9th, 2010, Ms. Zhao was arrested by police. She is detained at Yanliang County Detention.

Additional practitioners who have been detained include Mr. Wang Qizheng, Mr. Shi Wenyu, Ms. Li Yulian, Ms. Li Tingfang, and Mr. Guo Xianglong.
