Cao Lijun is the chief of Shenbei New District Police Department in Shenyang City, Liaoning Province. After he assumed his post in 2009, he ordered his accomplices to arrest eight Falun Gong practitioners, five of whom were later sent to labour camps. Shortly after the Chinese Lantern Festival in March this year, under the directive of Cao Lijun, the local police arrested Ms. Peng Yujuan and Ms. Jin Yunzhi, in their 60s, and sent them to Shenyang City Detention Centre.

On the night of March 3rd, 2010, Ms. Peng Yujuan and Ms. Jin Yunzhi walked approximately four miles from Xinchengzi Street to Huangjia Village to distribute leaflets exposing the persecution of Falun Gong. Both were taken into custody by Huangjia Township Police Station agent Wang Yadong. That night, agents from Shenbei New District Police Department went to ransack the two elderly ladies' homes and looted their personal belongings including computers.

The next day, Cao Lijun ordered Ms. Peng Yujuan and Ms. Jin Yunzhi to be sent to Shenyang City Detention Centre. It has been learned that Cai Tianzuo, head of the Domestic Security Division, is fabricating so-called "evidence," in an attempt to send the two ladies to the notorious Masanjia Labour Camp.

Peng Yujuan lives on Xinchengzi Street and is a retired employee of a local geological exploration team. After she began the practice of Falun Gong, she became a healthy person. She was subjected to two years of forced labour in 2000 and endured torture at Masanjia Labour Camp. Now that she is in police custody, her husband, in his 70s, is left with nobody to care for him.
