The Shuangkou Forced Labour Camp in Tianjin City detains more than a dozen Falun Gong practitioners. Among the detainees, Mr. Huang Liqiao and Mr. Xiao Shuqing have been cruelly tortured since November 2009. Guards and prisoners hung Mr. Huang up from the bunk bed, squeezed his ribs, pulled his tendons by twisting his joints, kneed him in the chest, and punched his groin until he suffered incontinence. Guards encouraged drug addict prisoners or thieves such as Li Guoli, Ren Wei, and Li Guangsheng to torture practitioners at will.

This is the third time Mr. Huang Liqiao has been detained in forced labour camps. He was arrested while at work in 2000 and brutally persecuted in the Shuangkou Forced Labour Camp in Tianjin. Later, he was transferred to the Yushan Forced Labour Camp in Ji County. In November 2001, the guards claimed that Mr. Huang was dead, but in reality, he was transferred to Qingbowa Forced Labour Camp, where he was tortured until he was in critical condition.

In June 2003, he was arrested again and tortured at the Banqiao and Shuangkou Forced Labour Camps. In September 2003, Mr. Huang injured his foot while working, and the wound became infected. The prison doctor bound him and then cut into the wound without using any anaesthesia.

On November 26th, 2003, Mr. Huang was transferred to a centre that specialized in more intensified persecution. Seven drug offenders were hired to torture practitioners. The 610 Office [an agency specifically created to persecute Falun Gong] in Tianjin arranged for the guards and inmates to torture practitioners. One day they hung up Mr. Huang by his handcuffs and beat him. Afterward, as he lay on the ground, they kicked his legs and stomped on his wounds. He passed out from the excruciating pain. They tortured him at least three times a day.

After he entered the centre, Mr. Huang was not able to stand up. He was only allowed three hours of sleep each night. On November 30th, 2003, the seven drug offenders carried out a most inhuman torture. Mr. Huang was tied to a board. His right leg was tightly secured, but his left leg was only tied at his ankle. The torturer standing near Mr. Huang's head pulled Mr. Huang's left leg all the way to his head. This torture can easily cripple a person.

Huang Liqiao lost all feeling in his left leg for two months after that torture. In order to deceive the public, he was transferred to Shuangkou Forced Labour Camp on December 24th, 2003. In September 2005, he was released, covered with wounds from head to toe.

In 2008, when Mr. Huang handed out Falun Gong DVDs at his business booth, he was reported, arrested, and sentenced to two years of forced labour. His wife was taken to Banqiao Women's Forced Labour Camp in the Dagang District. Mr. Huang was taken to Third Ward in Shuangkou Forced Labour Camp again. He persisted in doing the Falun Gong exercises and resisted the persecution. Guards and prisoners tied him on a hard bed board with his four limbs stretched apart in a spread eagle position for long time. As a result he is very weak. He was often beaten by prisoners and was sexually harassed by drug offender inmates.
