Medical Employee Wang Fangfu from Beijing Sentenced to Forced Labour in Liaoning Province

At 8:00 p.m. on September 15th, 2009, police from the Haidian District Domestic Security Division and officers from the Dazhongsi Police Station went to the home of Wang Fangfu, a Falun Gong practitioner from Beijing, and arrested him under the pretence of security for October 1st, the National Day. He was sentenced to two years of forced labour. In November he was transferred to the Chaoyang City Forced Labour Camp in Liaoning Province. While detained in Beijing, he remained determined in his belief. He was severely persecuted and has become disfigured from the physical torture.

Mr. Wang Fangfu, 37, worked in the Rehabilitation Department of the China Meteorological Bureau Affiliated Hospital before he was arrested. After his arrest, his wife had to give up her job to look after their three-year-old daughter. The family lost its source of income. Mr. Wang was originally from Dongmao Town, Chicheng County, Hebei Province.

In 2002, the Domestic Security Division, under the jurisdiction of the Fengtai Public Security Bureau, arrested Mr. Wang. Several officers persecuted him continuously for four months. The torture methods they used included cuffing his hands behind his back and then hanging his body by the handcuffs; pressuring his body with a pole pressed hard at both ends by two men; beatings about the face; shocks with electric batons; being stripped of clothing and doused with cold water; plucking his eyebrows and beard, armpit and chest hair; and being dragged along the ground and stomped on until he was unable to walk for ten days. Mr. Wang's body was covered with bruises, the fingernails on his right hand were broken, the nerve endings of his wrist were damaged, and his thumbs were numb for six months.

Mr. Wang reported the torture he had gone through to higher authorities, but no one came to investigate, and the police continued the persecution. He went on a hunger strike to protest the persecution. On the fourth day of his hunger strike, the police force-fed him. They also instigated a group of inmates to tie him to a chair, force his head back by pulling his hair, and force-feed him using spoons. If the persecutors could not get the food into his mouth, they beat him in the face repeatedly and then tried again. If they still couldn't get the food in, they inserted a tube through his nose to feed and torture him. They left the tube in and pulled it up and down to irritate the sensitive tissues so that he coughed and vomited violently and couldn't stop his tears. He sweat all over. Because his head was held too far back, he was not able to swallow normally, and large quantities of milk powder went into his trachea and lungs, causing violent coughing and severe pain in his chest. The milk power used to force-feed him had originally been allocated to the inmates. The inmates were very angry that their milk power was used elsewhere and they were incited to blame Mr. Wang. They insulted and tortured him.

Mr. Wang was later transferred to the dispatch department. The team leader tried to force him to write a guarantee statement, promising to stop practising Falun Gong. Mr. Wang insisted that he had committed no crime and refused to write the statement. The team leader was furious and instigated inmates to hold him down to the ground, kick him, beat him and stomp on him. Someone else wrote the guarantee statement and forcibly imprinted his fingerprints on the statement. His back was injured and he wasn't able to rotate his spine for a month. His hands were also swollen. He reported this incident to the higher authorities, who ignored the issue.

Mr. Wang Fangfu was sentenced to two years and four months of forced labour. He was detained at the Tuanhe Forced Labour Camp in Beijing. During the time of his first detention, he shared his experiences of practising Falun Gong since 1995 and his understandings. Because he was very determined in his belief, his forced labour sentence was extended by ten months. He was secretly transferred from the Tuanhe Forced Labour Camp to the juvenile education team of a women's forced labour camp. In the final two months, he was transferred again to the Baoding Forced Labour Camp in Hebei Province before he was finally released. He was subjected to so much inhuman torture during those two years and four months of detention in the forced labour camps that his once-black hair turned grey.

Because of the danger Mr. Wang faces with his current arrest, we appeal to kind-hearted people and human rights organisations. Please rescue him from persecution so that he can be reunited with his family as soon as possible. It was reported that more than ten Falun Gong practitioners were transferred to the Chaoyang City Forced Labour Camp.
