Cui Junchen's Family in Wucheng County, Shandong Province Persecuted For Ten Years

At about 11:00 a.m. on July 20th, 2009, police officers Zhang Ruijun and Xu Bingxin from the Domestic Security Division of Wucheng County and more than 20 officers from the Haowang Village police station, Shandong Province, intruded into Falun Gong practitioner Mr. Cui Junchen's home in Caotun Village, Haowangzhuan Township. They arrested Mr. Cui Junchen and his daughter Cui Linyan, and ransacked the home. Zhang Ruijun, ignoring Mr. Cui's effort to stop him, intruded into Mr. Cui's daughter-in-law's room to search randomly.

The police took away Falun Gong books and materials, notebook computers, printers, DVD players, a satellite TV reception dish, a TV set and many other personal belongings. The police did not give any receipt for the items they took. The next day, police from Haowangzhuan police station searched the home again.

During the past ten years, Mr. Cui's family has experienced arrests, imprisonment and extortion. The family has suffered enormous damage. The following is a brief account of the persecution the family has endured.

In July 1999 the Communist regime started the persecution of Falun Gong. Mr. Cui Junchen, his wife (Chen Honghui) and his mother (Li Guirong) were arrested by the Wucheng County Police Department and detained twelve days. In the summer of 2000, Mr. Cui Junchen was arrested and detained at the Wucheng Detention Centre for distributing leaflets exposing the persecution of Falun Gong to the Wucheng County Police Department. Mr. Cui Junchen's motorcycle was confiscated by police officer Zhang Ruijun (the head of the Political Security Section) of the Wucheng Police Department. (Later, Zhang Ruijun hit a tree while driving this motorcycle.) That time, the police department sent Mr. Cui to the Wangcun Forced Labour Camp in Zibo City. After giving him a physical examination, the labour camp refused to take him. Mr. Cui then went home.

On December 19th, 2000, Mr. Cui was arrested for going to a fellow practitioner's home. He was detained at Wucheng Detention Centre. His mother was also detained during that same time for going to Beijing to appeal.

On January 19th, 2001, Mr. Cui was subjected to three years of forced labour by the Wucheng County Police Department, and he suffered abuse in the Wangcun Forced Labour Camp in Zibo, Shandong Province. During that time, all responsibilities were on his mother and wife for the two under age children, and there were difficulties. They lived on help from relatives and friends and owed many debts .

In the summer of 2001, an aged practitioner from Pingyuan County visited Mr. Cui's family to help with the farm work. This was reported to the authorities by a neighbour. Two police from Haowangzhuan Township Police Station, Wucheng County, and policeman Wang Tianliang from Wangguopu Police Station, Pingyuan County arrived at Mr. Cui's home and told the visiting practitioner, "No matter who else you help, you are not allowed to help this (Cui's) family." They took the aged practitioner to Wangguopu Police Station and detained him for one day.

After Mr. Cui was released, police from Haowangzhuan Township Police Station, Township government personnel and Zhang Ruijun of Wucheng County Police Department frequently went to harass the Cui family.

In the early spring of 2006, Zhang Ruijun, together with others, suddenly intruded into Mr. Cui's home. Mr. Cui's 75-year-old mother, Li Guirong, was frightened. This, together with the persecution she had suffered in the past years, resulted in her passing away several days later on March 7th, 2006.

On August 3rd, 2008, five days before the Chinese Communist Party's Olympic Games, Mr. Cui's wife, Chen Honghui, was arrested by police and detained at the Haowangzhuan police station. Their daughter Ms. Cui Linyan was also arrested for going to the police station to ask for the release of her mother. Mr. Cui was also arrested later. He and his daughter were not released until the Wucheng County Police Department had extorted 16,000 yuan1 from his family. On September 3rd, Chen Honghui was sentenced to forced labour for 18 months. She is now still suffering persecution at the First Women's Forced Labour Camp of Shandong Province. Her daughter-in-law gave birth soon after Ms. Chen was sent to the forced labour camp.

Now, (as of July 28th, 2009), Mr. Cui and daughter Ms. Cui Linyan are still detained at Wucheng County Detention Centre. The police department said that Ms. Cui Linyan could be released but not until 30,000 yuan was paid. The Cui family's 20+ Chinese acres of cotton fields urgently need care. It is now totally on the shoulders of Mr. Cui's son. His wife's leg was disabled, and she also needs to take care of her children.

The following facts in numbers show the extent of the persecution experienced by Mr. Cui's family. Their home was ransacked seven times; two computers, two printers, one motorcycle and a large amount of personal belongings were taken away. Between the family members, there were 13 arrests and imprisonments. Mr. Cui was sent to forced labour for two years. He lost several hundred thousands of yuan in his business of forestry. His mother died because of the persecution. His wife was sent to 18 months of forced labour. Tens of thousands of yuan was extorted from the family. Moreover, the persecution continues.

Police officers Zhao Jun, Liu Mingtai, Zhang Ruijun, Wang Dongren and others from Wucheng County Police Department have unscrupulously arrested Falun Gong practitioners. Then they coerced the practitioners' families for large amounts of money by threatening to send the practitioners to forced labour camps. Every one of the practitioners has been coerced by the police for from 10,000-30,000 yuan. The police forced the family members to deposit the money into a bank account of the police, and they took ownership of the money. Wang Yinghua, head of the Wucheng County Politics and Law Committee, is in charge of the persecution.

Xu Bingxin, who was originally a retired policeman, has come out of retirement and joined the persecution again. Before his retirement, he and Zhang Ruijun actively took part in the brutal persecution of practitioners, and they had extorted several hundred thousand yuan from practitioners. They have also been responsible for the deaths of Falun Gong practitioners. For the crimes that Xu Bingxin had committed, his whole family suffered retribution. Xu Bingxin's elder sister died in a car accident on the street outside the police station. His daughter was almost bitten to death by a dog. Xu Bingxin seemed to have come to some kind of awakening, and he retired. But now, Xu Bingxin is participating in the persecution again, because the Wucheng County Police Department called back the retired policemen and organized them into a group that specifically focuses on persecuting Falun Gong practitioners. They participate in order to make extra income from the persecution. Since coming out of retirement, Xu Bingxin has committed additional crimes against practitioners.
