Ms. Luo Xiangyin is a teacher at the Balibao Village Primary School in Chengguan Township, Yi County, Liaoning Province. Since the persecution of Falun Gong began on July 20th, 1999, she has been subjected to persecution many times by the Chinese Communist Party.

At the beginning of October 1999, she was taken to Yi County Detention Centre by Shi Kunlai (male), the director of the Chengguan Township Police Station, and officer Chai Guoying (male). While being detained at the detention centre, she held a hunger strike to protest the persecution. After fifteen days, she was released.

On October 27th, 1999, Ms. Luo went to Beijing to appeal for an end to the persecution of Falun Gong, but was seized by police in Tiananmen Square. She was taken back to her home town by local police. The Chengguan Township Police Station sent her to the Yi County Detention Centre, where she was detained for one hundred and sixty days. During her detention, she suffered inhumane treatment. She was later released.

In October of 2000, she went to Beijing to appeal for an end of the persecution. On her way to Beijing she was taken into custody and brought back to Yi County. Ms. Luo was sent to the Masanjia Forced Labour Camp by the Political Security Section of the Yi County Police Department, where she served an eight-month sentence. During her time in prison, her workplace deducted one year's worth of pay from her account.

On January 12th, 2006, she went to a rural area to distribute leaflets exposing the persecution and was seized by Chen Jixiang (male), an officer of the Xishan Police Department in Yi County. That same night, she successfully resisted persecution and escaped.

At about 9:30 a.m. on September 17th, 2007, while Ms. Luo was teaching in the Balipu Village Primary School, the principal called her into his office. She was then taken away by Liu Haizhi (male), an officer of the State Security Division in Yi County, under the pretext that no one would be allowed to go to Beijing to appeal during the Chinese Communist Party's (CCP) 17th Congress. She was then taken to the Jinzhou City No. 2 Detention Centre by Wang Ning (male), the political head of the State Security Division, and officer Liu Haizhi.
