Ms. Fan Qingqing from Weifang City, Shandong Province Suffers from Persecution and Torture

Ms. Fan Qingqing and I have been friends for more than 10 years. I can't stand seeing how her employer and the police persecute her. I want to expose what has happened to her.

Ms. Fan worked in a factory that made artificial fibre. She started to practise Falun Gong in 1997 and benefited greatly both mentally and physically. However, after July 20th, 1999, Jiang Zemin's regime started to suppress practitioners nationwide. The Artificial Fibre Factory in Weifang followed these orders and began to persecute practitioners who worked at the factory.

Shi Letang, Deputy Director of the Factory Changsi Division, and Liu Xiaochuan, Director of the Processing Branch, threatened practitioners in that division, ordering them to either give up their belief or their career. Fan Qingqing and five other practitioners refused to cooperate with this unreasonable demand. The practitioners were thus demoted to the factory service team without pay. They only received 100 yuan1 per month for subsistence living expenses. One of the practitioners was later laid off.

Arrested, Imprisoned, and Tortured Many Times

On July 20th, 1999, Zhu Liyuan, secretary of the factory service team, Wang Dousheng, captain of the service team, and Zhang Zhongchuan, deputy captain, talked to every practitioner and tried to force them to give up Falun Dafa and write a guarantee statement promising to never practise Falun Gong again. They said that if they refused, the practitioners would be removed from work. The service team forced practitioners to watch TV programmes and read newspapers that slandered and framed Falun Dafa. On July 20th, 1999, the service team did not allow practitioners to go home and locked them up. The practitioners had to watch TV and read slanderous newspapers during the day and sleep sitting on a stool at night. They were treated like this for seven days.

On November 30th, 1999, Fan Qinqing and other practitioners went to Beijing to appeal for justice for Falun Gong. They were arrested by police officers at Tiananmen Square and locked in the police station at the square. There were already many practitioners locked up inside the police station. The officers wrote down everyone's name and beat those who refused to cooperate [Note: Because of the Chinese Communist Party's policy of implicating and harassing practitioners' family members, associates and work units, Falun Gong practitioners often refuse to give their names or place of residency when they are arrested]. Ms. Fan was later transferred to the Weifang Office in Beijing. Staff from the factory and officers from the Hanting Police Station took her back to the factory and locked her up within the Civil Police Team. Secretary Zhang Zhiquan also locked up other practitioners from the service team at the Civil Police Team.

The weather was cold at that time and Captain Wang Dousheng removed all the beds so that practitioners had to sleep on the concrete floor. Everyone was tortured during their interrogation. The staff of the service team ordered a male practitioner to take off his clothes, leaving him with only a thin shirt, and then beat him with a belt. That practitioner bled so much that the blood stuck his shirt to his body. Another practitioner's ankles swelled up because of the beating. Secretary Zhang Zhiquan forced practitioners to hold their arms out horizontally and hung umbrellas on them. If the umbrellas fell off, Zhang would burn their arms with a lighter. Zhang said, "We have nothing but fists and batons here."

Fan Qingqing and other practitioners went on a hunger strike to protest their detention. The Civil Police Team didn't take them to a hospital until they were dehydrated and their lives were in danger. Ms. Fan regained consciousness after they gave her an IV injection and soon thereafter took her to the Hanting Detention Centre and locked her up for 15 days. She had to pay 1,500 "yuan" for a so-called "detention fee." The factory management had not only stopped her pay but now also her 100-yuan living expenses.

Fifteen days later, secretary Zhang Zhiquan tried to force Fan Qingqing to give up her belief in Truthfulness, Compassion, Tolerance. Ms. Fan refused and was fined an 8,000-yuan "deposit." She also had to pay 50 yuan each day during her 14 days in detention. The only thing they gave her to eat was a small bun and a piece of pickle for each meal.

They also confiscated four shares of stock that Ms. Fan had purchased before she joined the factory. Each share was worth 4,416 yuan at that time. She lost a total of 17,664 yuan. Fan Qingqing and 12 other practitioners also had to pay for expenses, which Zhang and other factory staff members had accumulated when they went to Beijing to arrest them. Their expenses amounted to 37,315.20 yuan.

In February 2000, someone reported Fan Qingqing and other practitioners to the police when they met together. Officers from the Hanting Police Station arrested six practitioners including Ms. Fan, Jing Bo, and Li Ying. They were taken to the police station and interrogated. The factory management then had them detained in the Civil Police Team. The practitioners protested and Fu Chun beat them until they fell to the ground. Some had their clothes torn and some practitioners' heads were swollen from the beatings. Ms. Fan mentioned that she initiated the meeting to protect other practitioners. Hence, the factory management locked up Fan Qingqing and Jing Bo for four days and charged each of them 200 yuan. Four days later, the factory management used the pretext of "illegal gathering" to sentence Ms. Fan to the Hanting Detention Centre for a month. During that time, police officers interrogated, physically abused, and beat her, in order to get her to tell them the names of other practitioners. Ms. Fan did not cooperate. Other practitioners as well as Fan Qingqing's mother were also locked up in the factory for a month. One month later, Ms. Fan and Jing Bo were transferred back to the Civil Police Team. Secretary Zhang Zhiquan continued to harass them in an attempt to force them to give up Falun Gong and write guarantee statements. Ms. Fan and Jing Bo refused to cooperate.

After Fan Qingqing was released, the persecution against her continued. Former service team Captain Zhu Liyuan, current Captain Wang Dousheng, and Zhang Zhongchuan often went to Ms. Fan's family members to harass them. They scolded and ordered Fan's family members to monitor and keep her at home. They instigated her family to beat, scold, and abuse her. They even threatened Ms. Fan, "I will order your husband to divorce you if you continue to practise Falun Gong!" Zhang Enban, Deputy Secretary of the Factory Party Commission, lied to and threatened Ms. Fan's husband to separate from her, saying that otherwise their child would not be able to go to schools and join the military and so on. Fan Qingqing's husband divorced her. This divorce hurt their child and destroyed a family.

In April 2000, Ms. Fan and a practitioner went to a stadium to do the Falun Gong exercises. Officers from the Hanting Police Station arrested and beat them and then sent them to the Hanting Detention Centre. Guo Guangsen, Director of the Detention Centre, slapped and brutally beat Ms. Fan because she refused to give up Falun Gong. Five other practitioners had also been jailed in the detention centre. The six of them went on a protest hunger strike. Male officers put these practitioners on the "dead man's beds," handcuffed their wrists and legs in such a way that they had to lie flat on the bed and then force-fed them. Five officers were assigned to torture each practitioner. These officers immobilised the practitioners, then pinched their nose, pried open their mouths, and force-fed them. The "dead man's bed" is supposed to be used only for death row prisoners. However, Director Guo used it to torture practitioners. One of the torture means in the detention centre was known as the "cross." Three wooden boards, each 8 inches wide, were made into a cross shape. A practitioner was handcuffed onto it with arms stretched out horizontally and legs spread wide open. They laid the practitioner on it, so that the wooden board in the centre pushed up against the practitioner's spine. The whole body weight fell on the spine and caused extreme pain. Soon the practitioner would start sweating because of the unbearable pain, their entire body would become numb and they would lose consciousness. Practitioners Zhang Yujuan, Chen Kejuan, and Wang Li were tortured like this. Director Guo often teaches other detention centres how to use this method of torture.

Fan Qingqing was tortured in the Hanting Detention Centre for one month and fined 1,500 yuan. After that, she was taken back to the factory's Civil Police Team and locked up on the fourth floor. Captain Zhang Zhongchuan from the service team publicly threatened Ms. Fan, saying he would rape her if she didn't stop the practice. Ms. Fan was detained there for 14 days and fined 700 yuan.

Imprisonment in the Jinan Women's Forced Labour Camp

On June 7th, 2000, when Fan Qingqing arrived home from work at noon time, secretary Zhang Zhiquan, captain Zhang Zhongchuan, and Ma Qintao said they wanted to see her at the factory, but she refused to go. Soon, five civilian police officers from the factory broke into Ms. Fan's house, kidnapped her and took her to the Chengxi Police Station. Another practitioner, Jing was there already. Director Lu Junming ordered them to sign an agreement to go to a forced labour camp for three years. Ms. Fan and Jing refused to sign. An officer told them they were still going to serve time in a slave labour camp even without signing the agreement. Hence, Lu and other officers forcefully took the practitioners to the Jinan Women's Forced Labour Camp. The camp refused to take these practitioners because they didn't pass the physical exam. Officers from the Hanting Police Station forcibly took Ms. Fan and Jing to the Hanting Hospital for another physical examination. In the meantime, the officers bribed the camp officials with food and presents worth 3,139 yuan (Ms. Fan and Jing had to pay for it later). Thus, the camp officials accepted the two practitioners.

There were four brigades in the Jinan First Women's Forced Labour Camp. Fan Qingqing was assigned to the third brigade. The forced labour assigned in the third brigade was to assemble pencils and wigs for export. Practitioners worked from 6:00 a.m. until 1:00 or 2:00 a.m. the next day. Normally, they had to work over 18 hours a day. What they couldn't finish during those 18 hours, they had to take back and finish in their dorm.

Practitioners were tortured mentally as well. Most of the prisoners in the camp were prostitutes, robbers, and thieves. The guards in the camp ordered these prisoners to monitor practitioners around the clock. The camp often forced practitioners to watch videos that slandered Dafa and lied about the self immolation incident at Tienanmen Square. The camp not only did this to try to poison practitioners' minds but to poison other prisoners as well.

The practitioners tried to explain the facts about Falun Gong to the guards, however, guards Sun Liqun and Liu Ruiqin used electric batons to shock them. Some practitioners refused to respond to roll calls from the guards and to wear prison clothes. They shouted "Falun Dafa is good." The guard handcuffed the practitioners and hung them on a window lattice, so the practitioners were in a spread-eagle shape for many days consecutively. Guards Niu Xuelian, Liu Ruiqin, Zhao Hua, Sun Liqun, Wang Yueyao, Kong Yanxia, and Guan Shiying took turns to shock practitioners with electric batons. One time, they used a total of 12 electric batons to torture practitioners. The guards also put unknown drugs in the practitioners' food to damage their nervous system. Camp officials invited an "Education Group" from Beijing to brainwash practitioners. People from this Education Group are actually special agents of the Chinese Communist Party (CCP) pretending to be practitioners. They gave practitioners in the camp phony articles claiming they were written by Teacher Li Hongzhi, the founder of Falun Dafa, and tried to destroy practitioners' wills.

Stopping Practitioners' Income

On November 30th, 2001, Fan Qingqing was released from the camp and went home. She was in extreme financial difficulty. She went to the factory to look for secretary Zhang Zhiquan to ask him to give her back the 8,000-yuan "deposit" she paid in 1999. Zhang refused.

Because of the persecution, Fan Qingqing lost her job and was frequently fined large amounts of money. She had a lot of debts (her relatives paid a lot of her "deposit"). The loss of her wages plus all the large fines she had to pay since June 1999 amounted to a total of 61,558 yuan. This is how the Jiang regime shut down practitioners' financial resources.

Not only Ms. Fan, but also other practitioners in Weifang City suffered from financial persecution. Some practitioners lost up to one million yuan. We are unable to estimate the losses practitioners have experienced nationwide.

The Persecution Is Still Continuing

On December 4th, 2001, Fan Qingqing went back to work again, but the authorities still harassed her. Chen Zhifeng, secretary of the Changsi Division of the Weifang Artificial Fibre Factory, director Liu Huiying and section head Sun Jinzhong often harassed Ms. Fan and tried to force her to write a guarantee statement to denounce Falun Gong. She refused and warned them not to commit any more crimes against Falun Gong.

In June, Fan Qingqing applied for leave to visit her family. Liu Huiying and Sun Jinzhong wouldn't approve it unless she wrote a guarantee statement. Ms. Fan questioned the decision and Liu told her to go find another job if she didn't like it. She went to Zhang Wenzeng, head of the factory, to appeal but her effort was in vain.
