Personnel from the Education Council in Chongqing Persecute Falun Gong Practitioners

Since the persecution began on July 20th, 1999, the Party secretary and the director in charge of the Education Council of Jiangbei District, Chongqing have been playing notorious roles in carrying out the secret order of Jiang Zemin to "defame, financially crush, and physically eliminate" Falun Gong practitioners. Education Council secretary Kong Fanming and director Tang Jianzhong fully cooperated with the 610 Office1 to brutally persecute teachers who refuse to renounce Falun Dafa in middle and elementary schools in the entire district.

The authorities confiscated books, exercise tapes, and lecture audiotapes from Falun Gong practitioners and handed them in to the Education Council. They also banned study of Falun Dafa teachings and exercise sites. Suring sensitive dates, they required Falun Gong practitioners to report their whereabouts three times a day. They also forced practitioners who refused to give up their practice to change jobs, sent them to detention centres and forced labour camps, and even fired them from their jobs.

The staff in charge of the Education Council often strains every nerve to emphasise that as long as there are practitioners who appeal to the higher authorities for help in Beijing, their workplace will not be selected for excellence awards or model school awards, and their Party secretaries and principals may also be punished. Threatened by the Chinese Communist Party (CCP) culture, CCP secretaries and principals of those schools joined hands in the persecution.

1. Defamation

Party secretaries and the principals of the schools use every opportunity to distort and fabricate news to defame Falun Gong. This includes internal activities of the Party, meetings of labour unions, so-called "democratic" life, and political studies. They also showcase pictures defaming Falun Gong and collect signatures against Falun Gong from students in their schools. Falun Dafa practitioners who come out to appeal are forcibly and unlawfully sent to brainwashing classes, detention centres, and forced labour camps.

2. Financial Pressure

Party secretaries and the principals of the schools terminate the wages and cancel all benefits of Dafa practitioners who are sent to forced labour camps. They lower the positions and cut the salaries of other practitioners who persist in their practice. For example, school administrators fired Ms. Xiang Zhongyao, a Dafa practitioner in the 124th Middle School. The cost of the brainwashing classes is extremely high, costing as much as a luxurious hotel. For example, Mr. Chen Chang, a Dafa practitioner in the 18th Middle School, was forced to undergo brainwashing for four months, which cost him 18,000 yuan2. They even charged practitioners several thousand yuan per person (including the practitioner and police offers) for bringing them back from Beijing after appealing to the higher authorities for help.

3. Mental Pressure

The Education Council forces each school to make plans, take action, accelerate conversions, and report the detailed rules of implementation. In order to monitor Dafa practitioners at all times and for all affairs, the schools treat practitioners as formidable enemies each year during the People's Congress Conference, People's Political Consultative Conference, New Year, Spring Festival, Labour Day, and National Day, as well as the AAAP meeting and the 2005 Asia Pacific Cities Summit meeting held in Chongqing. Many measures have been taken, including secretly following, arresting, and detaining, which cause both terror and turmoil to practitioners.

There are two types of surveillance by practitioners' workplaces: single-surveillance and multiple-surveillance. Single-surveillance means that a workplace sends one person for each practitioner and he or she follows the practitioner wherever the practitioner goes, which allows no freedom for the practitioner at all. Some agents eat and live in the homes of practitioners and watch TV continuously. Furthermore, all the expenses incurred have to be paid by the practitioners. Multiple-surveillance, in addition to single-surveillance, employs a full-time security guard. Workplaces also assign activists of the Party and Communist Youth League to make detailed records of the activities of practitioners with exact times they leave their homes and offices. This is carried out around the clock and is reported three times a day to the Education Council.

The following is brief documentation of the persecution some practitioners have suffered:

1) Ms. Mu Cailian, a Dafa practitioner of the Teacher Training School, has long been monitored and restricted.

2) Ms. Huang Enhui and Mr. Tang Guorong, Dafa practitioners from the middle school of the General Appliance Factory, were sentenced to a labour camp.

3) Mr. Chen Changjun, a practitioner at the 18th Middle School, has been forced to undergo brainwashing and sent to a forced labour camp twice. He is currently still being detained and persecuted at the Xishanping Forced Labour Camp (Clearwisdom.net has a series of reports about it). Ms. Wang Subi, a practitioner from the same school, was sent to a labour camp once.

4) Ms. Xiang Zhongyao, a practitioner from the 124th Middle School, has been sent to a forced labour camp twice and has been fired from her job.

5) Ms. Ren Xiaoling, a practitioner at the Huaxin Vocational High School, was sent to a forced labour camp. Now, she is detained at the Maojiashan Women's Forced Labour Camp.

6) Ms. Yan Guangbi, a practitioner from Mitingzi Elementary School, has been sent to a detention centre several times, and has been forced to undergo brainwashing three times. She has also been forced to stay away from her home for more than a year to avoid persecution.

7) Ms. Chen Jicui, a practitioner of Liyuchi Elementary School, had her house searched and many possessions confiscated. She has also been secretly monitored and stripped of the title "Elite Teacher."

8) Mr. Wen Bin, a practitioner from Sifangjing Elementary School, was sent to a detention centre once.

9) Mr. Zhang Yongli, a practitioner at Guojiatuo Elementary School, was sent to a forced labour camp once, and was forced to undergo brainwashing twice.

1. "The 610 office" is an agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems.

2. "Yuan" is the Chinese currency; 500 yuan is equal to the average monthly income of an urban worker in China.
