After July 22 1999, Lu was appointed to Secretary (Political Instructor) of the Security Division. All of the practitioners of Yilan Coal Mine who admitted they still practiced Falun Gong were forced to leave their jobs without salary. Lu threatened the practitioners and forced them to read the prepared lies and slandering words on TV. If a practitioner refused to obey, he would lose his individual freedom and place his family at risk. In December 2000, twenty practitioners from Yilan Coal Mine were detained in Yilan County No.2 Detention Centre. Lu personally signed the illegal order to send these innocent practitioners to a forced labour camp.

Practitioner-employees of Yilan Coal Mine were forced to separate from their families. If practitioners did not comply with Lu's requirements he would persecute them; he even used a gun to coerce them. He would interrogate any practitioner at will by calling them to his 610 Office. If practitioners refused to give up, he would handcuff or detain them, refuse to let them return home, and refuse to let them eat.
