On April 1, 2004, while distributing leaflets exposing the persecution, Henan practitioner Ms. Li Fuxia was reported to the authorities. Officials from the Fangcheng County "610 Office" (1) detained her.

42 year old Ms. Li Fuxia, resided in Nanzhao County, Henan Province. During her detention, the police bound her with ropes and transported her along with death-row inmates. While in transit, she shouted, "Falun Dafa is good!" Many were moved by her conviction and learned the truth from her. The environment in the detention centre was very harsh. The guards used cruel methods of torture, which rendered her disabled. She was unable take care of herself and could not even use the toilet unaided. After she became disabled, the Fangcheng County Court sent her to four years of forced labour. She is currently imprisoned at the Henan Province Xinxiang Forced Labour Camp.

Previously, Ms. Li had been sent to the Shibali River Women's Labour Camp in Henan Province. The prison guards in that labour camp had tortured her until she was unable to walk. After her release, she continued practising Falun Dafa, and her legs were healed. When the Fangcheng County police tortured her she became disabled again.

Even in her present condition, the Fangcheng County Court still sent her to the Xinxiang City Labour Camp for four years of forced labour. As of this writing, Ms. Li is being held in the Women's Prison Penalty Department, south of Xinxiang City, Henan Province.
