[Daqing City, Heilongjiang Province]
Since the National Day was nearing, Daqing "610" Office asked the local police to monitor the phone lines of those "key" Falun Gong practitioners; "610" office [an agency specifically created to persecute Falun Gong, with absolute power over the political and judiciary branches and each level of administration in the Party] also ordered each work unit to watch the practitioners who work at their businesses to prevent them from going to Beijing to appeal. Daqing Tax Bureau hired two security staff to monitor a husband and wife team of practitioners 24 hours a day and paid them with 70 Yuan each day (the average income in China urban area is 500 Yuan per month). Some work units even dispatched staff to practitioners' houses, forcibly eating and living at their homes so that they could monitor them 24 hours a day. Some work units have started to monitor practitioners' phone lines 24 hours a day since September 20.
