Ms. Cui Wei trained and served as a doctor at Yixi Hospital in Fushun City. When the First Branch of the Fushun Police Department tried to arrest her in 2002, she escaped and lived in a homeless situation for eight years. On August 19th, 2010, right after leaving home at approximately 7:00 a.m., she was arrested once again by the First Branch. The police took her booklet containing contact information of other practitioners, two bank cards, 4,500 yuan1 in cash, 8 brand new mobile phones (her business was selling mobile phones), a hard disk drive, a USB drive, and several MP3 players. Then they ransacked her home, and without a warrant took her notebook computer, another five mobile phones, a CD burner, an MP3 player, some electronic books, and other items. Jiao Chen and Dong Nian from the Domestic Security Bureau of the Shuncheng Police Department took Ms. Cui to the Fushun Detention Centre that night.

Ms. Cui Wei was violently beaten because she refused to give her fingerprints at both the First Branch and the Shuncheng Branch of the Fushun Police Department.

Ms. Cui began a hunger strike on August 26th to protest her detention. Officer Zhang Jinhui from the detention centre aggressively pushed to have her force-fed at Guchengzi Hospital. By September 3rd, Ms. Cui had been force-fed three times at the hospital.

Deputy Group Leader Jiao Chen, Group Leader Dong Nian, and Zhang Min from the Domestic Security Bureau of the Shuncheng Police Department took Ms. Cui to the Masanjia Forced Labour Camp on September 3rd. Without any judicial process Ms. Cui was sentenced to three years of forced labour. After the hospital diagnosed Ms. Cui with heart disease and kidney problems, the labour camp did not want to take her. Jiao Chen then gave a bribe to the hospital director so that he would pass Cui's physical exam for entry to the forced labour camp. Soon after, Ms. Cui fainted from serious dehydration, so Jiao took her back to Fushun, promising to take her to the forced labour camp again after she had "rested for a couple of days."

Ms. Cui Wei's parents are more than 70 years old and they were devastated when they saw the condition of their daughter, who was dying from torture. In order to try and save their daughter, they borrowed 10,000 yuan and gave it to Jiao Chen, who used part of the money to bribe the hospital to continue persecuting their daughter. Seeing that Ms. Cui was extremely weak, Jiao Chen had a brief moment of conscience, and he returned 5,000 yuan to her family.

Currently Ms. Cui Wei is still unconscious. She has blood in her urine and chest pains. Jiao Chen and his fellow torturers are waiting for Cui to get better so they can try to "reform" [forcibly renounce Falun Gong] her again through persecution.
