Mr. Li Min Tortured to Death in Daqing Prison

Falun Gong practitioner Mr. Li Min, 51, worked at the Hulan District Bureau of Finance in Harbin City, Heilongjiang Province. In 2005, he was sentenced to eight years in prison and detained at the 7th Division of Daqing Prison. Because he was tortured for a long time, he was very weak and had symptoms of cerebral thrombosis. In April 2009, Mr. Li Min's family visited him and asked the prison to allow his release for medical treatment. However, the prison refused their request.

In May 2009, Mr. Li was transferred to Daqing Hospital. At 8 p.m. on May 23rd, 2009, he passed away in a ward on the fourth floor of the second outpatient division of Daqing Hospital.

Reportedly, Mr. Li had been unconscious and had difficulty breathing when he was sent to Daqing Hospital. In such condition, the guard still shackled Mr. Li. A family member said: "He is in such a bad condition. Why did you still shackle him?" The guard said: "I cannot open the lock." The family member said: "You shackled him, why can't you open the lock?" Finally, the guard applied a bit of sesame oil as lubricant on Mr. Li's ankle and forcibly pulled the shackles off.

Mr. Li's family asked the prison to release him. The chief of the 7th division said to Mr. Li in public: "Even if we release you, you do not have a hope of survival. You might just live for another eight to ten days after going home."
