Practitioner Ms. Kang Ruizhu Dies Under Mysterious Circumstances in Police Custody in Pingshan County, Hebei Province

Practitioner Ms. Kang Ruizhu was arrested on October 15th, 2002. On October 27th, 2002, her family was informed that she had died. Even today, the Chinese Communist Party (CCP) conceals the cause of her death.

Ms. Kang, born in 1951, a native of Xishuzhuang Village, Donghuishe Town, Pingshan County, Hebei Province, was an employee of the Pingshan County Fertilizer Factory. She began practising Falun Gong in 1998.

On July 20th, 1999, Ms. Kang went to the Hebei Province Appeal Office to appeal for the right to practise Falun Gong. The staff said, "We do not handle Falun Gong issues. You should appeal in Beijing." The next day, on July 21st, Ms. Kang rode a bike to Beijing. She was intercepted at the Xinle County Toll Station. On July 22nd, police from the Pingshan County Police Department took her to the third floor of the department and denied her requests for water and food. They searched her, seized all of her money. In addition to a 200 yuan1 "fine" (taken without a receipt) they extorted 150 yuan from her family.

On February 4th, 2000, Ms. Kang went to Beijing to appeal. She was arrested at Tiananmen Square and taken to the Hebei Province Liaison Office in Beijing. At night, Xiao Shuilong from the Pingshan County Police Department took her back to the department and handcuffed her to a steam pipe in the corridor. On the afternoon of February 5th, Ms. Kang was taken to the Pingshan County Detention Centre, where she was detained for more than 40 days. Feng Qingfang, Politics and Security Section Chief, extorted 2700 yuan from her family.

In March 2000, the Pingshan County Fertilizer Factory CPC secretary Li Binshan and manager Zhao Zhenping dismissed Ms. Kang from her position at the factory.

In May 2000, while distributing Falun Gong fliers around Xiakou Village School, Ms. Kang was arrested by police from the Xiakou Village Police Station and transferred to the Pingshan Police Department on the second day. After she was detained at the detention centre for over 30 days, she was jailed at the Shijiazhuang Forced Labour Camp. Seven days later, the camp released her because her physical exam showed that she had contracted hepatitis B.

On October 23rd, 2000, Ms. Kang was arrested in Tienanmen Square for appealing, and was taken to the Hebei Province Liaison Office in Beijing, then to the Pingshan County Police Department. Police searched her home and seized her Falun Gong books. Her family was implicated. Her husband, Mr. Gao Wenfu, was suspended from his job. Her children were suspended from school for seven days. On October 24th, she was taken to the Donghuishe Police Station for 3 days detention, then to the Pingshan County Detention Centre for over 30 days, and then to the brainwashing camp in the Wuzhou Hotel.

On the evening of August 3rd, 2001, Ms. Kang was arrested by the Beiye Police Station for distributing Falun Gong fliers in Jingziyu Village, Beizhi Township. She was taken to the Pingshan County 610 Office2 brainwashing camp at the Pingshan County Magnesium Factory. She was handcuffed around a dryandra tree for three days and nights.

During the days that followed, Ms. Kang was repeatedly harassed and detained without reason.

On October 15th, 2002, Ms. Kang was arrested for distributing Falun Gong fliers in the Nilihe Village, Xiakou Township. She was released the next morning.

On the afternoon of October 16th, Wang Gengting from the 610 Office and Feng Qingfang issued orders for Ms. Kang's arrest and subsequently detained her at the Donghuishe Township government building. Ms. Kang started her hunger strike to protest persecution. The Donghuishe Township CCPsecretary Qi Guang assigned Li Yushu, Li Lianhuai, Ying Suyun, and officers from the police station Li Qingliang, Wei Yajie, Li Geping, Quan Wenyong, Cui Zhengya, Wu Shuoting to take turns watching her.

At 8 a.m. on October 27th, news from the Donghuishe Township government and police station said that Ms. Kang was found dead at a big well in the pump house of the magnetic separation factory which is located in the west of the Donghuishe Township government, about a half mile away. The police department and the police station claimed that "beating death is suicide, any other death is suicide" and these were the words from the top. The county CCP secretary Zhao Xinchao and the 610 Office director Wang Gengting issued an order to block any legal or public action from Ms. Kang's family.

How Ms. Kang died is still concealed.

Because of this case, Qi Guang gave disciplinary measures to Li Yushu and Li Lianhui. The Pingshan County Police Department transferred Wang Xiaoyan, then the director of the Donghuishe Police Station, to the Sanji Police Station.

Without a family viewing, the government cremated Ms. Kang that same day.
