Authorities in Dachang Town in the Baoshan District of Shanghai Are Persecuting Falun Gong Practitioners

Dachang Town in the Baoshan District of Shanghai is located in the northern Shanghai urban area. The following are facts about the persecution of Falun Gong practitioners in Dachang Town.

1. Ms. Huang Qiaolan, 58, was arrested on November 20th, 2001, while she distributed information about the persecution of Falun Gong in residential areas. Authorities held her at the Luodian Detention Centre in the Baoshan District for one year. In order to rescue her, her family had to pay nearly 50,000 yuan1, and do things such as buy meals for the officials. After this extortion, these officials sentenced her to three years of custody to be served outside of prison, from November 20th, 2001, to November 20th, 2004. After her release, Ms. Huang constantly received threats and was harassed by personnel from the local 610 Office2 and neighbourhood committee. Liu Bing and others from the 610 Office in Dachang Town have taken her to brainwashing centres twice. Ms. Huang underwent extreme physical and spiritual suffering, and was diagnosed with lung cancer. She died on October 29th, 2004, while still serving the jail term.

2. Ms. Liu Shufang is 60 years old. Personnel from the 610 Office and the Dachang Town Police Station arrested her in mid November 2006. Authorities are still holding her in the Baoshan Detention Centre and are ready to open a court hearing for her case. Her brother, Mr. Liu Jinfang, is also a practitioner. He has been sentenced to five years in prison and is being held in Tilanqiao Prison in Shanghai.

3. Ms. Zhang Ying is 37 years old. Her husband, Mr. Lan Bing, was sentenced to 10 years in prison and held in Tilanqiao Prison in Shanghai. Personnel from the 610 Office and the Dachang Town Police Station arrested her for the second time in September 2005. She was sentenced to one year of forced labour. She has heart problems and high blood pressure due to a hunger strike she conducted while serving the forced labour term. She could not move when they released her.

4. Ms. Chen Kangdi, 57, lives in Building 1, Room 301, Nanda Road, 406 Lane, the Baoshan District. She was arrested in 2001 and sentenced to two years of forced labour.

Recently, police officer Wei Zhiyun of the Baoshan District received retribution for her wrongdoings. Her entire body swelled up and her face became deformed. Wei Zhiyun had been transferred in 2005 from the Baoshan District Detention Centre to the National Security Team, which mainly persecutes and tortures Falun Gong practitioners. She joined the Chinese Communist Party and was then promoted to Section Leader in the same year. In early 2007, she boasted, "I don't believe in retribution. The Party gave me everything. I will work for it, and human beings have to die anyway, it doesn't matter." About 20 days later, Wei died.
