Falun Dafa practitioner Ms. Mie Xinmei was born on October 8th, 1971. In March 1999, she started working for the Dongying City Branch of China Bank. After she went to Beijing to appeal for Falun Dafa in October 2000, she was detained for one month at the Dongying City Detention Centre (October 4th, 2000 to November 5th, 2000). She was dismissed from her job as soon as she was released from the detention centre, and they stopped paying her salary. In mid-December 2000, Dongying City Branch Chinese Communist Party (CCP) Secretary Liu Qingyong (male) threatened Ms. Mie Xinmei that he would begin job dismissal procedures. Under huge pressure, Ms. Mie Xinmei filled out a form applying for early retirement, but clearly stated in the "reason" block, that her retiring was related to practising Falun Gong. She left the bank soon after.

In late March 2005, Ms. Mie Xinmei learned that the Chinese Communist Party passed down a document on June 7th, 2001, that clearly stated to not allow dismissed or early retired employees with the excuse they practised Falun Gong. Ms. Mie Xinmei appealed her case to the Dongying City Arbitration Committee on May 11th, 2005. The result was that the committee thought Ms. Mie Xinmei filed the case past the arbitration deadline, although she did not. Ms. Mie Xinmei then appealed her case to the Dongying District Court, but it failed. She also appealed to the Dongying City Court, but lost the case and was sentenced.
