The Forced Labour Reeducation Organisations of Shandong Province Actively Promote the Use of Slave Labour for Profit

After reading the article on Minghui.net on November 9, 2003 entitled "Chinese Labour Camps Force Falun Gong Practitioners to be Slave Labourers," [currently no English version available] I felt the need to publicise the information about how the system of "reeducation through forced labour" turns Falun Gong practitioners into slave labourers. The following is information that I learned from a friend who worked in the system of forced labour.

From February 17 to March 1 of 2003, an 11-member delegation from the Labour Reeducation Bureau of Shandong Province (including Director Li Tinglu) conducted a survey in ten labour camps in Jiangsu Province, Zhejiang Province and Shanghai City. The findings of the survey were unveiled in a survey report. According to the report, "The labour camps of these areas have very actively engaged in forced labour production and have made remarkable profits. The forced labour production has not only provided financial support to the labour camps' operation, but has also brought material benefits to the police staff." The labour camps in the three areas "enjoy positive financial status. Personal incomes of police officers are substantially higher than that in Shandong Province. The bonus for each police officer in Shiliping Forced Labour Camp is always about 20,000 yuan every year." [500 yuan is equal to the average monthly salary of an urban worker in China.]

In March 2003, the "Shandong Province Working Conference on Production from Forced Labour Reeducation" was held, with the objective of learning from the experiences of other labour camps on how to exploit the detainees' productivity. Division Chief Zhong Gongchang, from the Labour Reeducation Bureau of the Ministry of Justice attended the seminar. The so-called Top Ten most profitable labour camps and individuals in Shandong Province were shamelessly announced during this conference. The names are as follows:

Group No. 2 of No. 3 Team from Weifang City Labour Camp
For personal gain, the police officers in Chinese forced labour camps illegally exploit abducted Falun Gong practitioners as slave laborers. The crimes of these unlawful people will be fully revealed and the perpetrators will be brought to justice.
