2010-04-09'With regard to jurisdiction immunity, following the practice before the 1963 Vienna Convention on Consular Relations, it was established that a diplomatic official cannot be detained except in the case of a serious crime, and always by judicial decision. Genocide seems to be a crime sufficiently serious enough so that this immunity, resulting in these cases, lacks virtuality.' -
