On the same day, seven Falun Gong practitioners launched a lawsuit against the Communist Party chief in Chicago. The plaintiffs are from Canada, United States, France, Australia, Ireland and Hong Kong. The lawsuit includes Zeng Qinhong and Luo Gan as defendants. The aim of the lawsuit is to urge International Crime Court start an overall investigation of Jiang's crimes.

The plaintiffs stated that international human rights organizations and foreign governments recognize and support Falun Gong's peacefulness and condemned the Chinese regime for its abuse of Chinese government at all levels, manipulating the media, education system, military, police and judicial systems, as well as the medical system to persecute Falun Gong practitioners. According to the definition from the United Nations, the Communist Party chief's behaviours are "state terrorism."
