Ms. Zhao Guiying is being detained at the Third Brigade of the Heilongjiang Provincial Drug Rehabilitation Forced Labour Camp. She was forced to wear a labour camp badge. Her family members visited her on October 21st, 2010, but were only allowed to talk to her on a telephone, with a thick glass partition separating them. The guards on duty, including Lu Peihong, Nie Lei, Niu Xiaoyun, Guo Tongxu, and Wu Zhendong, forcibly drove out her relatives soon after they started to talk.

Ms. Zhao was an accountant at the Sifengshan Gardening Factory in Jiamusi City. She had suffered from severe gynecological ailments, stomach aches, and other illnesses, but was able to regain good health after she started to practise Falun Gong in 1998.

Since the Chinese communist regime began to persecute Falun Gong in 1999, Ms. Zhao has been arrested five times due to her belief. Officers from the Qiaonan Police Station in Jiamusi City arrested her in 2005 and threatened her family that she would be imprisoned for a long time if her family didn't pay them money. Four involved policemen extorted 2000 yuan1 from the family and pocketed 500 yuan each in front of them. Only then did they release Ms. Zhao.

The police from the Yonghong Police Station in Jiamusi City arrested Ms. Zhao on another occasion while she was talking to people about Falun Gong and exposing the persecution. They extorted 5000 yuan from her family before releasing her. Officers from the Nancha District 610 Office [an agency specifically created to persecute Falun Gong] and the Domestic Security Team also arrested Ms. Zhao twice while she was in the area on business trips.

Another Falun Gong practitioner, Ms. Ma Lichun, was arrested by officers from the Jiadong Police Station on March 17th, 2010, because she practises Falun Gong. She was transferred to the Heilongjiang Provincial Drug Rehabilitation Forced Labour Camp, where she was paralyzed due to severe persecution and was no longer able to take care of herself as a result. Ms. Ma's son Zhao Xin was unable to continue going to school because he had no source of income.

Ms. Zhao accompanied Zhao Xin to the police station to demand the release of his mother on June 22nd, 2010. Director of the police station Feng Kaidong and other policemen arrested Ms. Zhao and held her at the Jiamusi Detention Centre, and then transferred her to the Heilongjiang Provincial Drug Rehabilitation Forced Labour Camp for a one-year sentence. Her family members have not received any legal documents regarding the sentence thus far.

At the time of the arrest, policemen Lu Jinglong and Liu Dehui viciously beat Ms. Ma's son Zhao Xin, and left two deep bruises on his neck. They also arrested another practitioner, Ms. Sun Libin, at that time. Policeman Zhen Qingcheng from the Jiadong Police Station dragged Ms. Sun and hit her against the wall.
