On June 5th, 2009, Mr. Xian Chunwei, a Falun Gong practitioner from Qingzhou City, was beaten and detained by police officers when he went to the Qingzhou Road Police Station to get an ID card. He was later arrested by officers Yang Haifeng and Zhang Laian, from the Qingzhou Domestic Security Division and taken to the Qingzhou Brainwashing Centre. They also confiscated all the money he had with him. At the brainwashing centre Mr. Xian was forced to sit on an iron chair. They tied his hands together behind the chair and put a chain around his feet so he was unable to move. He was kept like this for 35 days, during which time police officers watched over him to prevent him from sleeping. If he closed his eyes, they would beat him. Zhang Laian and officers from the brainwashing centre forced very strong alcohol down Mr. Xian's throat, and then threw water on his head. Officers beat him and cursed him every day, then they told him that the leadership from the Security Bureau told them to do it.

On June 7th, to protest the persecution, Mr. Xian went on a hunger strike. Zuo Hengfa, head of the Domestic Security Division, took Mr. Xian to the Yidou Central Hospital to force feed him. When Mr. Xian shouted "Falun Gong is good" in the hospital, the officers were afraid others might hear it, so they took him back to the brainwashing centre. They told Mr. Xian that they had the means to make him wish he was dead.

Police officers Zuo Hengfa, Yang Haifeng, and Pan Hongmin went to the home of Mr. Xian's fiancée in Weifang to intimidate her and her family--and to search the premises. Yang Haifang and Pan Hongmin went to his rented home and ransacked it and also harassed Mr. Xian's landlord and neighbours.

When Mr. Xian was arrested and taken to the brainwashing centre, his family searched everywhere for him. The police from the Qingzhou Domestic Security Division and the brainwashing unit lied to his family, saying that they didn't know where he was. Yang Xitao, the deputy head of Qingzhou City Public Security Bureau, and Duan, the head of the brainwashing unit, lied to Mr. Xian's family and intimidated them in an attempt to stop them from searching for him.

Yang Xuechang, head of the Qingzhou City Public Security Bureau, and Yang Xitao fabricated evidence to have Mr. Xain sent to a forced labour camp.

Prior to this, the police had harassed Mr. Xian and his family before.

In December 2008, police officers Liu Dayong and Qie Gang from the Mihe County Police Station in Qingzhou City went to search Mr. Xian's parents' home and confiscated 460 yuan1 they had been saving for six months to buy coal for heating during the winter. They also took a bag of old magnetic tape and a letter.

In January 2009, when Mr. Xian went to visit his parents, police officers Liu Dayong, Qie Gang and another two officers rushed to his parents' home an in attempt to arrest him. Fortunately, villagers and neighbours surrounded the officers and questioned them as to why they wanted to arrest Mr. Xian and why they stole their money for buying coal. Liu Dayong denied he took the money and lied, saying that they had the signature of his parents for what they had taken. Since Mr. Xian's parents are illiterate, how could they have signed any form of receipt? When Liu Dayong and Qie Gang saw that more and more villagers were coming to lend support to Mr Xian's family, they started to threaten and intimidate the villagers, saying that if they did not disperse, they'd be arrested. The villagers then gathered outside the courtyard to watch what was happening. An hour later the police left without accomplishing their mission.

Those involved in persecuting Mr. Xian Chunwei are:

Yang Xuechang, head of the Qingzhou City Public Security Bureau and secretary of the Qingzhou City Politics and Law Committee. He has actively participated in persecuting Falun Gong practitioners.

Yang Xitao, deputy head of the Qingzhou City Public Security Bureau, used to be head of the Koubu Township Police Station in Qingzhou City.

Zuo Hengfa, head of the Qingzhou City Domestic Security Division. He is deceitful and cruel. He was promoted through certain connections and because he persecutes Falun Gong practitioners.

Pan Hongmin, deputy head of the Qingzhou City Domestic Security Division. He used to be head of the Mihe County Police Station in Qingzhou City. He unscrupulously persecutes Falun Gong practitioners.

Yang Haifeng, a police officer from the Qingzhou City Domestic Security Division He has actively participated in persecuting Falun Gong practitioners.

Zhang Anlai, a police officer from the Qingzhou City Domestic Security Division. He has said he is a hound of the Chinese Communist Party (CCP). As long as the CCP gives him money, he will kill if asked.

Liu Changyi, deputy section head of the Domestic Security Division, has actively participated in persecuting Falun Gong practitioners.

Zhang Jian, a police officer from the Domestic Security Division, has participated in persecuting Falun Gong for long time.

Liu Dayong, an officer from Mihe County Police Station in Qingzhou City, used to be a guard at the Qingzhou Detention Centre and has actively participated in persecuting practitioners.

Qie Gang, an officer from the Mihe County Police Station, has actively participated in persecuting Falun Gong.

Zhang Bing, head of the Mihe County Police Station, persecutes Falun Gong practitioners out of her own self interest.

Zhu Gang, a member of the Mihe County Government, has actively participated in persecuting Xian Chunwei.

A female with the last name of Cheng, head of the Mihe County Administration of Justice, went to Mr. Xian's parents' home to harass them.
