At about 9:00 a.m. on September 15th, 2009, the Heishan County Domestic Security Division dispatched the entire team to arrest Falun Gong practitioner Ms. Jiang Hailan. Ms. Jiang had been persecuted since November 2002 and had become handicapped as a result.

The team pretended they were utility company technicians. After first disconnecting the power inside the building, they deceived Ms. Jiang into opening the door, using the excuse of inspecting her utility line. They spent nearly three hours ransacking the home. So far, it has been found that the articles taken away include a laptop computer, a desktop computer, cash totalling 4,000 yuan1, and a savings account certificate for 10,000 yuan. Items kept in the storage room downstairs were all taken away, and Ms. Jiang was arrested.

At about 7:00 p.m. that evening, Wang Weijing, an officer from the Domestic Security Division, told Ms. Jiang, "Give me 100,000 yuan and write a statement [giving up practising Falun Gong], and I will let you go home." Ms. Jiang said, "I do not have so much money." Wang said, "How about 50,000? If you pay the money, I will let you go."

Ms. Jiang said, "I did nothing wrong, why do I have to pay a fine?" Wang was furious, "All right. If you are willing to suffer, I will send you [to the detention centre]."

Ms. Jiang started a hunger strike to protest the detention, but the guards ignored her. On the morning of September 17th, they sent her to the Jinzhou First Detention Centre when she was still on the hunger strike. At the detention centre, she continued the hunger strike to protest the persecution. On the 11th day of her hunger strike, four guards at the detention centre pressed her down and inserted a thick tube through her nostrils to force-feed her. It was very painful for her. In addition, she was charged 100 yuan for each force-feeding.

The food at the Jinzhou First Detention Centre was very poor. Every day, only a small amount of cornbread and cabbage soup was provided. The soup contained only cabbage and water. A layer of insects were floating on the surface and sand sat at the bottom. Detainees were allowed to order meals, but it cost them about 30 yuan for three meals during the day.

In November 2002, Heishan County police persecuted Ms. Jiang until she was handicapped. As a result, she completely lost her ability to work and lived a difficult life. Ms. Jiang could not even afford to buy food.

Right now, the Heishan County police and Procuratorate have approved the arrest of Ms. Jiang and have prepared to charge and sentence her.
