On September, 20th, 2009, he visited his mother in Dujiangyan City, Sichuan Province. On his way home, he was arrested at Yingbing Boulevard, Xinjin County, by the officers who had been following him from Heishui County. The officers beat Mr. Lu so badly that he slipped into a coma on the spot. Mr. Lu remained in a coma for two days.

An arrest warrant for Mr. Lu was given to his wife. The issue date on the warrant was several days prior to Mr. Lu's arrest. The case officers were Zhang Zhiqiang and Pu (given name was unknown).

Mr. Lu was a forest police officer, and was awarded "Best Outstanding Officer." He was about to be promoted to deputy director of the police department before the Chinese Communist Party (CCP) began persecuting Falun Gong practitioners in July 1999. In June 2001, he was imprisoned at the Xinhua Forced Labour Camp for 18 months, where he was repeatedly tortured.

Mr. Lu was arrested in December 2004, and in January 2005, he was again imprisoned at the Xinhua Forced Labour Camp for three years. He was tortured and forcibly administered unknown drugs in the camp.
