Mr. Wang Shenlun From Yingkou City, Liaoning Province Sentenced to Five Years in Prison

Falun Gong practitioner Mr. Wang Shenlun from the Bayuquan District, Yingkou City, Liaoning Province was held in police custody for more than five months. Bayuquan District Court officials covertly sentenced him to five years in prison on November 18th, 2009. None of Wang Shenlun's family knew about the sentence. They had to inquire of a guard at the detention centre who told them Wang Shenlun was preparing to appeal the sentence.

Officials from the Bayuquan District Domestic Security Division headed by Wang Hongkui arrested Wang Shenlun on June 10th, 2009, after which Mr. Wang had been held at Bayuquan Detention Centre. On the afternoon of the arrest, Wang Hongkui took the keys he stole from Wang Shenlun and led eight police officers to enter Wang Shenlun's home and ransack the place. When Wang Shenlun's wife Yu Zhihong went home and opened the door, she saw the officers rummaging through everything. The police told her, "We came to arrest you. Since you were not home, we took your husband instead. Now, come with us!" Yu Zhihong firmly refused and said, "I will not go with you. You are breaking the law." The police took notebook computer(s), printer(s), Falun Gong book(s), Falun Gong DVDs, two DVD recorders, two MP3 players, printing paper, blank DVDs, as well as some other private belongings. They demanded that Yu Zhihong sign a document, which she refused. Wang Hongkui signed the paper himself and took the couple's things.

Domestic Security Division agents framed Mr. Wang based on the things they stole from his home and reported his "case" to the Bayuquan Police Department Legal Section. Section head Zhang Guangye fabricated charges against Wang Shenlun and transferred his case to the procuratorate whose official, Jin Yan, from Section 1 issued an arrest warrant. Later, the procuratorate rejected the case due to lack of evidence. Zhang Guangye again submitted the case to the Prosecution Section; this time Zhang Hongwei accepted the case and turned it over to Cao Ning.

It is not known when the procuratorate filed a case with the court, and, as noted above, the court did not notify any of Wang Shenlun's family before the trial. Wang Shenlun's mother, in her 80s, and his father-in-law, in his late 70s went to the procuratorate and pleaded for his release, but the officials waffled. After many requests, Wang Shenlun's mother learned that his case was with the court. The older couple went to the court and learned he had already been sentenced to five years in prison. The two elderly people requested a meeting with Wang Shenlun but were refused. Other relatives went to the detention centre and were told the sentence was issued on November 18th, 2009, and Wang Shenlun was preparing to appeal.

Wang Shenlun's wife and son have gone to the procuratorate and the police department on an almost daily basis to request his release. They explained that Wang Shenlun did not commit any crime, because the Chinese constitution protects freedom of belief.

The police and the procuratorate tried to shirk their responsibility. Moreover, officials from the Bayuquan Domestic Security Division pried open the door to Wang Shenlun's home at 10:00 p.m. on September 23rd, 2009 and arrested his wife, Yu Zhihong, and his son Wang Zhiyuan. Yu Zhihong's parents, who live in a building close to hers, heard her screams. Yu Zhihong's father immediately ran downstairs and went to Yu Zhihong's building. He met the police just as he approached the building. They threatened to arrest him if he dared to take any action. He watched the police take away his daughter and grandson.

Also arrested that same evening was practitioner Dong Bing and his father and brother, although the latter two do not practise Falun Gong, and also practitioner Shen Guanghai and his wife, whose home was also ransacked.

The police also arrested 64-year-old practitioner Yang Lijun, a medical doctor, as well as practitioner Bi Shijun and his wife Sun Li from Xiongyue. Yang Lijun was released the next day due to severe high blood pressure and heart disease. Dong Bing's father and brother were released 36 days later. The other practitioners are still held in police custody.
