Jiang's State-Sponsored Terrorism Exposed at United Nations Human Rights Commission

Beginning on April 1, 2002, the United Nations Special Rapporteurs of Human Rights successively turned in their annual human rights reports. They also held joint conferences with other human rights organizations and non-governmental organizations.

1. The Special Rapporteur on the Independence of Judges and Lawyers reported progress in its work to help those countries establish the Rule of Law and protect human rights.

In a subsequent question and answer period, Falun Gong practitioners pointed out that in Mainland China, the ruling Party operates by the Rule by Law, instead of the Rule of Law, which has only one word difference. The Chinese government "controls" instead of "abides" by the law. This difference shows that the law became a tool used for persecution instead of the protection of human rights. "Rule the nation by law" is a deceptive term, concealing the fact that government entities are "ruling the nation by the military," "ruling the nation by the police," and "ruling the nation by terrorism." The treatment of Falun Gong is an example of this perversion of the law. Because of Chinese Dictator Jiang's decrees, degenerate laws were proclaimed, which were not based on moral principles, to persecute hundreds of thousands of good people. Such corrupt laws are making a mockery of the legal system instead of implementing it. Recently, when President Bush visited China, Jiang even said there is no religious persecution in China. Then what law did those arrested practitioners violate? This is a public humiliation of the Chinese constitution and laws. Everyone knows that if a person commits murder, rape, robbery or other crimes, no matter how much he begs or writes a "guarantee statement" to promise that he would not do it again, he would still be sentenced to jail. For Falun Gong practitioners, on the other hand, whoever writes and signs the "guarantee statement" will be immediately released, and those who don't sign these statements will be thrown in jail and brutally tortured. Regarding the issue of Falun Gong, how can it be called "Rule of Law"?

Confronted with Falun Gong practitioners' questions, the Special Rapporteur answered, he had noted the persecution of Falun Gong, and he has pointed out to the Chinese authorities that their actions do not conform to the standards of the United Nations. These findings have been included in the annual report. When the practitioners further pointed out the abusive arrests and murders taking place in Changchun City, the Special Rapporteur showed deep concern and said he hopes to get more information about it.

2. During the Arbitrary Detention Commission's report conference, Falun Gong practitioners pointed out in their statement that the system of Chinese Detention Centre -- Forced Labour Camp is the most vicious system of human rights persecution that reflects all the characteristics of "African slavery," "Nazi concentration camps", and "Soviet Union Gulags." According to experts' studies, there are more than 1,200 labour camps in China, in which 16 million to 20 million "modern slaves" are being subjected to slavery. For the past two years, the system of Detention Centre-Forced Labour Camp has become the main tool of the government's persecution against Falun Gong practitioners. Hundreds upon thousands of practitioners were successively arrested and sent to forced labour, most of which was done without any due legal process. Furthermore, most of the practitioners' torture deaths occurred in these labour camps.

Regarding this statement, the president of the Working Commission said what they have done so far may disappoint the questioner, but actually he, is disappointed as well. The president later made an appointment with the practitioners so he could discuss the persecution of Falun Gong in more detail.

3. At the conference hosted by the Special Rapporteur on the Issue of Torture, regarding how to completely eliminate torture in the world, Falun Gong practitioners pointed out in their statement that the first step and the most difficult step toward complete elimination of torture is to expose it. The persecution Falun Gong practitioners have suffered is a microcosm of the miseries the Chinese people have suffered throughout the Party's 50-year tyrannical rule and its various forms of political persecution. What differentiates Falun Gong from other groups is the practitioners' peaceful, long-term insistence on their basic human rights, and their exposure of China's human rights problems before the international community. The practitioners' brave exposure of the evil enabled the rest of the world to clearly recognize the brutal suppression.

Lastly, the practitioners asked how the United Nations had processed the large amounts of complaint letters they have submitted during the past two years, in which they reported the brutal tortures Falun Gong practitioners have suffered. The Special Rapporteur replied that the situation of Falun Gong caught his attention a long time ago. In his annual report, the persecution of Falun Gong practitioners took up a sizeable portion of the report. At the same time he also made several appeals to the Chinese government regarding urgent cases. He stated further that he will continue to pay attention to and keep in contact with other Special Rapporteurs because Falun Gong practitioners are suffering various kinds of persecution, which is not limited to brutal torture.
