From December 6 to 10, Chen Jingyao, an employee in the county's Political and Security Department, extorted 620 Yuan (about $78, $35 is monthly income in rural area of China) from practitioners. Chang Jianghai extorted 100 Yuan. On November 14, 2001, Zhang Hengzhi, a policeman from Kangjin's Police Department extorted 550 Yuan from practitioners. An official in Kangjin's Town Government even "stripped" practitioners and extorted 1,300 Yuan from them.
