Police in Zambia Issue a Warrant for the Arrest of Su Rong, Gansu Provincial Communist Party Secretary

According to a report by the Epoch Times on the 4th of November 2004, Zambian police were issued with an arrest warrant today for Gansu Provincial Communist Party Secretary Su Rong. He is sued in the High Court of Zambia by Falun Gong practitioners for his involvement in killing and torturing Falun Gong practitioners in China. A nationwide search for him is taking place.

The High Court of Zambia was to consider the lawsuit against Su Rong by Falun Gong on Saturday the 13th of November. The special hearing was arranged at the request of Su’s lawyer since Saturday is not a normal day of business for the High Court. But Su Rong failed to appear again.

Su was visiting Zambia with an official Chinese delegation on November 4th when he was served with a High Court summons. He was ordered to remain in Lusaka pending legal proceedings while the rest of the official Chinese delegation left the country. Su was charged for contempt of court when he missed the court hearing on Monday 8th of November, a serious criminal offence which carries a jail term.

On November 8th the Zambian Customs police were notified not to allow Su Rong to leave the country until the legal proceedings were settled. According to the information from the Zambian police, the court had issued an arrest warrant for Su Rong. After a long search, police did not find Su Rong in his hiding place, the Zambian and China Investment and Development Trade Centre. His clothes and other personal belongings were still there. Police indicated that they were taking every measure to find and arrest Su Rong as soon as possible.

According to the analysis by Zambian criminal experts, if Su Rong was innocent, he should have confidently attended the court to prove his innocence. His failing to appear in the court indicates that he is very afraid. Under current circumstances, there are probably only two suggestions by the hired lawyer to Su: one is to hide in Zambia like a Fugitive to escape the punishment by law and another is to escape from Zambia through the illegal human smuggling network. If the latter is successful, Su would be warned that he should never leave China or face possible arrest in any foreign country as a criminal.
