An Open Letter from an Overseas Chinese National in the UK to Officials in Chongqing City, China

To the Officials in Chongqing City,

Did it ever occur to you that the Party Secretary and Mayor of Chongqing City markedly involved in the persecution of Falun Gong practitioners are still under investigation by the International Organisation to Investigate the Persecution of Falun Gong? Do you know that the reputation of Falun Gong will surely be re-established under the current circumstances?

It was roughly estimated that there were about 100,000 people practising Falun Gong in Chongqing City. Over three hundred Falun Gong practitioners were persecuted to death by an agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems called the “6-10 Office;” about one thousand practitioners were sent to brainwashing classes, detention centres and forced labour camps where they experienced such brutal torture that they became physically handicapped; over a thousand people were deprived of the right to practise Falun Gong which could help them to regain their physical health, and thus died of serious illnesses; over 2,000 people were forced to be homeless; over 3,000 families were torn to pieces. The Chongqing City government takes a leading position in the persecution of Falun Gong.

On July 20th 1999, when the former President of China Jiang Zemin planned to launch a crackdown on Falun Gong, six of the Standing Members of the Politburo of the Central Committee of the Chinese Communist Party opposed the crackdown. Based on the investigation conducted by each of the other Ministries, the conclusion was reached: Since Falun Gong did no harm to the state, why should it be banned? Everyone has their own likes and dislikes. Why did the government launch the crackdown? It was out of their trust in the government that Falun Gong practitioners visited Zhongnanhai to make an appeal for Falun Gong. The practitioners behaved based on the national constitution. Now how many citizens in China will have such a complete trust in the government?

However, driven by his personal jealousy, Jiang launched the crackdown on Falun Gong in violation of the national constitution which can be considered the second “Cultural Revolution.” Catastrophic damage has been brought to the country and its people.

Belief can be compared to a string. If you do not pull it, it seems not to exist. The harder you pull it, the more violently it responds to the stress. Jiang issued an order “to destroy the reputation of Falun Gong, to financially bankrupt Falun Gong and to physically destroy Falun Gong.” Jiang irrationally attempted to eradicate Falun Gong in three months. Nevertheless, after the five-year persecution, Jiang and his major accomplices have been sued in over twenty countries. If they travel to any foreign country, they will be served with a summons to appear in the international court. It was said that to appease public hatred and to rebuild the reputation of Falun Gong, the central government is preparing to bring such dictators as Jiang Zemin, Luo Gan, Liu Jiang and Zhou Yongkang to justice.

Now over 10,000 perpetrators were listed by the International Organisation to Investigate the Persecution of Falun Gong. The names of many officials and police in Chongqing City appear on the “List of Perpetrators.” Once one’s name is recorded on the “List of Perpetrators,” they will be arrested when travelling abroad. Besides, the perpetrators, just like the World War II prisoners, will be brought to the court; the perpetrators will face lawsuits against them just like the evil police who were shot to death for their crimes committed during the Cultural Revolution. Every perpetrator will definitely be brought to justice even though they might justify their wrongdoing as behaviours under the instructions of their superiors. The new criteria for promotion in China is said to be: age, academic achievement as well as no lawsuit outside of China. Once one is sued for their involvement in the persecution of Falun Gong, the lawsuit will be used by his/her political counterparts as a weapon to attack them. In addition, their children will be denied the access to further studies in foreign countries.

The Chongqing City Government takes a leading position in the persecution of Falun Gong. Over the past five years, the Chongqing City government has committed numerous crimes in violation of heavenly laws. Just as one popular Chinese saying goes, “People use their resourcefulness to circumvent repressive policies.” Why should Chongqing City play a leading role in the persecution of Falun Gong? Regarding the matters of Buddhas, Taos, gods or ghosts, people had better believe in their existence. Why should people stand up against the innocent people who cultivate “Truthfulness-Compassion-Forbearance” and thus run the risk of receiving worldwide criticism?

No matter whether you agree with the viewpoints of Falun Gong, Falun Gong did nothing else, as you know, except object to the persecution. If the crackdown on Falun Gong is based on a wrong premise, then what is wrong with the objection to the persecution? Historically, miscarriages of justice have been revised, haven’t they? In no time history will prove: Falun Gong is the greatest case of injustice in Chinese history. Now many people have already come to the understanding that the Tiananmen self-immolation incident was staged by the government for the purpose of justifying the crackdown. Falun Gong practitioners were criminalised on the false grounds that they murdered their wives and mothers. People who went through the Cultural Revolution must be very familiar with the slanderous attacks and slandering propaganda used in the political persecution.

He Mingli, a graduate student in Xiamen University, had conducted scientific research in the Chongqing Institute of Medical Industry after his graduation from school. He was quiet, courteous, honest and sincere. He devoted all his energy to his work without making any complaints. But he was sentenced to thirteen years in prison just because he insisted on practising Falun Gong and helped expose the Wei Xingyan incident. Wei Xingyan, a graduate student in Chongqing University, was raped by a policeman in the Baihelin detention centre in the presence of two female inmates. The other practitioners like Chen Shumin, Lu Zhengqi, Yuan Qiuyan, Li Jian, Yin Yan, My Shifang, Yao Rongxuan, and Wei Xiaojun also received heavy sentences for exposing the Wei Xingyan incident. One was sentenced to thirteen years in prison for telling people the truth about Falun Gong and the persecution. Where is the justice of gods? It is a wise saying, “Nobody escapes the judgement of Heaven.” There are numerous gods everywhere. Good is met with good and evil with evil. Can it be regarded as something good to persecute the good persons with their belief in “Truthfulness-Compassion-Forbearance?” Why should you carry out the orders of Jiang at the risk of losing your life? On the contrary, your sympathy and support for Falun Gong will bring you great blessing just as the saying puts it, “It is an act of immeasurable virtue to offer a practitioner a bowl of rice.”
