Party Secretary of Gansu Province Is Barred from Leaving Zambia

Mr Su Rong, the Party secretary of Gansu Province was detained by Zambian Supreme Court on the afternoon of November 4th, 2004 after he and a Chinese Communist Party delegation paid an official visit to Zambia's Vice President Lupando Mwape. An information source claimed that Su Rong had to leave the delegation led by Mr. Wu Bangguo, Chairman of the Standing Committee of the Chinese National People's Congress (NPC) and stay in Lusaka, the capital of Zambia, for a "special" weekend.

As reported by Xinhua News Agency, beginning October 29th, Wu Bangguo led a delegation for state visits to four countries, including Kenya, Zimbabwe, Zambia and Nigeria. The cover story in the Zambia Times on November 5th said that the delegation led by Wu Bangguo had more than 100 people and Zambia was the third stop in their visit to Africa.

There were more than 100 people in the delegation. Why did the Zambian court pay special attention to Su Rong?

It was reported that Su Rong met with staff from the Zambia Supreme Court when he was on his way back to his hotel. It is widely known overseas that Ms Chen Zhili, the former Chinese Minister of Education, was sued in Tanzania for persecuting Falun Gong, and it is now believed that Su Rong, the provincial Party secretary of Gansu Province, has begun to reap what he has sown for his merciless efforts in persecuting Falun Gong over the past few years.

Mr Su Rong was born in Taonan, Jilin Province in October 1948. He was appointed deputy provincial Party secretary of Jilin Province from April 1998 to October 2001. He was appointed provincial Party secretary of Qinhai Province from October 2001 to August 2003 and served concurrently as director of the Standing Committee of the Provincial People's Congress of Qinghai Province in January 2002. He was appointed provincial Party secretary of Gansu Province from August 2003 to the present.

Information collected by Minghui has shown that forced brainwashing was a major method of persecution initiated by Jiang Zemin to eradicate Falun Gong. It has caused severe injury in both mind and body to millions of Falun Gong practitioners in China. According to conservative statistics by Minghui, as of early November 2004, at least 1113 practitioners have been persecuted to death, many as a result of torture and extreme violence.

Su Rong was appointed as team leader of the so-called "Jilin provincial Party committee leadership team for dealing with the Falun Gong problem" and was in charge of the persecution of Falun Gong in Jilin Province.

According to a news report from Beijing on the front page of the People's Daily on October 17th, 1999, Su Rong enthusiastically expressed his opinion in an interview as provincial Party committee deputy secretary. He said, "We will make sure to accurately and comprehensively understand and master the central government's policy about Falun Gong, continue to thoroughly accomplish the task of transforming and dealing with Falun Gong practitioners, especially those practitioners in government organisations." He claimed that for those practitioners who refused to give up their belief in Falun Gong, he would "punish those that deserved to be punished by law, sweep away from the Party those needed to be swept away and expel those from public employment who should be expelled."

A report on ChinaNews.com on January 16th, 2000 said, "Jilin Province has achieved remarkable success in educating and transforming Falun Gong practitioners". It said, "(They) found out the real situation (of Falun Gong practitioners), ascertained everyone's responsibility, and established a strict education and transformation responsibility system and a leadership responsibility system." "(They) turned the education and transformation task into everyone's task. As the battle moved forward, (they) developed (the transformation system) from "one-to-one" into "several-to-one", and further strengthened the responsibility system. Leaders of every level shouldered the political liability, undertook the duty to guarantee transformation, and personally did the education and transformation work face-to-face. Many times, leaders, including provincial Party secretary Wang Yunkun, Governor Hong Hu and deputy provincial Party secretary Chen Yujie personally did the transformation work of Falun Gong local assistants who were in charge." All these reports were regarded as the "achievements" of Su Rong, who was the leader of the "provincial Party committee leadership team for dealing with the Falun Gong problem", and Su Rong was put in important positions by Jiang Zemin, the prime culprit of persecuting Falun Gong.

In the above report, it was also said that deputy provincial Party secretary Su Rong had personally brainwashed Falun Gong practitioners to forcibly transform them. Many other official media in China also reported the "prominent achievements" of Su Rong in persecuting Falun Gong.

On March 14th, 2001, Jilin Province conducted a so-called national "public lecture of exemplary deeds" of those who participated in the persecution of Falun Gong in Changchun city. On the next day (March 15th), Chinanews.com issued a news item from Changchun, stating that Su Rong, as a provincial Party deputy secretary, gave a lecture with more than 1,000 attendees from various professions. He said, "The status of the battle (against Falun Gong) is still complex. It is very important and essential to hold this lecture. Jilin Province will take this lecture as a turning point, and put wholehearted efforts into doing the education and transformation work," "to win complete victory over Falun Gong".

Some reports by Qinghai Daily in 2001 and 2003 also showed that Su Rong followed Jiang Zemin closely and wantonly created and publicised hate-propaganda against Falun Gong within the Communist Party as well as in society. Reports in the "Work Reports of the 10th Qinghai Provincial Congress of the Chinese Communist Party" and some other internal publications of the Chinese Communist Party (e.g., "Study of Leadership Work", etc.) also demonstrated the role that Su Rong played in persecuting Falun Gong.

"Good is rewarded with good and evil meets evil" is a natural law. The former China minister of education, and current State Council member Chen Zhili was charged with "torture and genocide" in Tanzania in July 2004 for ordering the persecution of teachers, staff members and students in the educational system who practised Falun Gong. The case is currently being processed by the Tanzanian Supreme Court as a criminal suit. No person or group who participated in the persecution of Falun Gong can escape from paying for the crimes they have committed.
