Seventy-Year-Old Ms. Liu Chaofen Appeals to the People's Congress and Prosecutor in Yunnan Province

To the Yunnan Province People's Congress Standing Committee, Yunnan Province People's Prosecutor:

My name is Liu Chaofen and I am going to be 70 years old this year. I started to practice Falun Gong in 1998. After a period of study and doing the Falun Gong exercises, my hand that had become disabled in a car accident was miraculously healed. I am very grateful to the founder of Falun Gong, Master Li Hongzhi and Falun Dafa. My daughter, Kuang Deying, has been practising Falun Gong since 1997. The police had arrested her, though, and sent her to two years of forced labour on the 5th of January, 2002 for distributing truthful information about Falun Gong in Kunming City's Venus Garden.

I believe that my daughter has not broken any laws by distributing Falun Gong leaflets. Falun Gong does no harm the social order or any individual. On the contrary, such behaviour of distributing the truth of Falun Gong is respectful of every citizen's right to know the facts, is helpful to the judiciary and is beneficial to uphold the dignity of law. No single piece of information in these leaflets is against the Communist Party or our government. In fact, it's all about exposing the persecution of those who practise Falun Gong, with the purpose to restoring justice and returning an innocent reputation to Falun Gong. Not a single article in our country's laws or regulations state that it's illegal to appeal the groundless persecution and inhuman torture the victims have received for practising Falun Gong.

I questioned the police, "You took away my daughter Kuang Deying. What about her two children, a one-year-old and-three-month-old baby? A baby needs a mother's care." The police replied, "It's none of our business." Because I practised Falun Gong as well, in the two years Kuang Deying was detained in Yunnan Province Female Forced Labour Camp, neither her children or I were allowed to visit her.

At the beginning of this year, the police from the forced labour camp suddenly came to my home to inform me that Kuang Deying had been on a hunger strike for several days and asked us to go to see her. After we arrived at the forced labour camp, we found out that Kuang Deying went on a hunger strike to protest the illegal half-year extension of her term.

During the morning of June 25, 2004, I went to the Appeals Office at the Yunnan Province Police Department to report Kuang Deying's case, stating that she has not been released, even after an illegal half-year extension of her term. They told me to talk to Yunnan Province Judiciary Department instead. Around noon that day, they brought me to the Wuhua Police Branch Department and then transferred me to Guandu Police Branch Department where I was interrogated.

The above information is my the reason for appeal.

- Whereas, I went to report a case at the Appeals Office at Yunnan Province Police Department openly and lawfully but met with unlawful interrogation by persons from the Wuhua Police Branch Department and Guandu Police Branch Department, I request legal action against the responsible personnel.

- Whereas, it's illegal under the Chinese constitution to extend Kuang Deying's term by Yunnan Province Female Forced Labour Camp authorities, I request the immediate release of Ms. Kuang and legal action against the related personnel.
