Canada: Falun Dafa Practitioners from Ottawa and Montreal Call to Bring Jiang, Luo, Liu and Zhou to Justice in front of the Chinese Embassy

On the afternoon of February 14, 2004, Falun Dafa practitioners from Ottawa and Montreal went to the Chinese Embassy in Ottawa and unfurled banners that read, "Bring Jiang Zemin, Luo Gan, Liu Jing and Zhou Yongkang to Justice". They called to bring the chief perpetrator and his accomplices of this persecution to justice.

It's time to bring Jiang, Luo, Liu and Zhou to justice

From November 2003 to January 2004, 26 Falun Gong practitioners were confirmed to have been tortured to death in China. These Falun Gong practitioners were from nine different provinces and municipalities. The tortures that they suffered included beatings, electrical shocks, force-feeding*, and injection of drugs that damage the central nervous system. The practitioners who were tortured to death include 65-year-old woman and 32-year-old young man. As of February 14, 2004, at least 884 practitioners were confirmed to have been killed during the persecution against Falun Gong.

Mr. Zhu Yexue from Montreal said during an interview, "Only a small number of people in the Chinese government headed by Jiang Zemin supported suppressing Falun Gong. Four years have passed, and their crimes become more and more apparent. Jiang is the chief perpetrator. It was because Luo Gan directly led the persecution that Jiang promoted him to be a member of the Standing Committee of the Political Bureau of the Central Committee, so as to push the persecution to the highest level of authority."

Speaking of Zhou Yongkang, Mr. Zhu continued, "During Zhou's tenure in Sichuan Province, he turned Sichuan, which has a population of nearly 100 million, into one of the provinces where the persecution was the most severe. At the '16th People's Congress', Zhou Yongkang was promoted to be the Minister of Public Security and remarkably and unusually, he was appointed as a member of the Political Bureau of the Central Committee. After he took the post, wherever he went, the persecution was escalated."

Materials show that Liu Jing has been working very hard to persecute Falun Gong. As a spokesperson, he directly put out the persecution policy and the lies that Jiang needed. For example, after the "self-immolation" incident was staged, Liu Jing flooded China with lies surrounding the event. Because of his efforts in defaming and suppressing Falun Gong, he was quickly promoted to become the Deputy Minister of Public Security.

Mr. Zhu said in the end, "After the more than four years of persecution, the chief culprits of the persecution have become more and more apparent. It is time to bring them to justice."

Police officer in China says, "It was Jiang Zemin who told us to do all of this."

In front of the Chinese Embassy, several Falun Gong practitioners who were persecuted in China related their plights.

A practitioner from the city of Lianyungang and current resident of Montreal was abducted once when she was in China. Her home was ransacked. One day when she just got off work, a group of people came up to her in a crowd and covered her head. One of them said, "Don't ask any questions, just go with us." After that, she encountered unlawful interrogation. The police threatened her that if she "did anything," her parents would be affected. This practitioner said, "Because of my unreasonable arrest, my grandmother was overwhelmed and died two weeks later." She continued, "A non-practitioner who was also abducted as a practitioner, simply because he taught me to how to drive."

Falun Gong practitioner Ms. Sun Xiaoyan, who had been detained in China for appealing for Falun Gong, said that her friend Ms. Wang Yan was abducted when she went to Beijing to appeal for Falun Gong. Ms. Wang was tortured to death within three days of her arrest.

When Mr. Zhu Xueye went back to China to appeal for Falun Gong, he also encountered persecution. He was abducted when he tried to pass through customs. A police officer said to him, "It was Jiang Zemin who told us to do all of this." A person who had a Master's degree in psychiatry was assigned to brainwash Mr. Zhu. That person told him, "It was an order from "above", so this is our job."

Mr. Zhu said that even though this psychiatrist considered persecuting Falun Gong practitioners as his job, in fact this person was a victim, as well. He was being used by Jiang Zemin as a hatchet man to carry out the persecution.

Request targets individuals responsible for the persecution rather than the government

Practitioner Ms. Li Jinman, who had suffered force-feeding for not giving up her belief when she was in China, said, "I can completely understand the plight of fellow practitioners in China. We ask to bring the evildoers to justice, but we are not targeting the government. Our Teacher also said that we are not against the government, nor will we be against the government in the future. We only want to end this persecution and to bring the evildoers to justice."

Falun Gong practitioner Mr. Guan Weidong said, "It was Jiang who, out of his jealousy, manipulated the Chinese government to start this persecution."

Canada is taking action to bring the criminals to justice

On February 3, 2004, the Ontario Superior Court in Canada reached a verdict in the libel lawsuit against Pan Xinchun, the Chinese Deputy Consul General in Toronto. The judge ruled in favour of Toronto Falun Gong practitioner Mr. Joel Chipkar. The court also ordered Pan Xinchun, who failed to show up in court, to compensate for damage incurred by his libel.

Before the end of January, 45 officials who participated in persecuting Falun Gong including Jiang, Luo, Liu and Zhou were put in a list that is monitored by the Royal Canadian Mounted Police (RCMP). If anyone on the list attempts to enter Canada, a prompt investigation could take place, potentially resulting in refusal of visas to Canada, cancellation of their Canadian citizenship, deportation, charges and punishment based on Canada's laws governing crimes against humanity and war crimes. Practitioner Ms. Lucy Zhou said, "That RCMP put these people on the list indicates that in a country ruled by law, the persecution of Falun Gong, a crime against humanity, is not tolerated."

*Force-feeding is the number one cause of death for Falun Gong practitioners. The purpose of police force-feeding is not to nourish, but rather to punish practitioners and to cause so much pain that they will renounce the practice of Falun Gong. To that end, the police have used many different means to cause excruciating pain and injury, including inserting and withdrawing the feeding tubes repeatedly, leaving the feeding tubes in the stomach, knocking out teeth while attempting to force-feed, force-feeding saturated salt-water, vinegar/liquor, or urine/faeces, etc.
