“World Organisation to Investigate the Persecution of Falun Gong” is Collecting Evidence for the German Lawsuit

In November 2003, forty one Falun Gong practitioners in Germany launched a lawsuit against Chinese government officials who are persecuting Falun Gong. The names of the sixteen Chinese officials were listed along with a document focusing on the main responsible persons in provinces where the persecution has been particularly severe: Liaoning Province, Jilin Province, Heilongjiang Province and Shandong Province. Also targeted is the person heading the Liaoning 610 Office. (All the names of the responsible persons listed in this document have been provided by the “World Organisation to Investigate the Persecution of Falun Gong”.)

On the 18th of December 2003, based on these findings, the World Organisation to Investigate the Persecution of Falun Gong (WOIPFG) officially announced a detailed investigation of the following persons:

  • The Secretary of Liaoning Provincial Party Committee Shizhen Wen;

  • The Deputy Secretary of Liaoning Provincial Party Committee Xingxiang Zhang;

  • The Governor of Liaoning Province Xilai Bo;

  • The Secretary of Liaoning Commission for Inspecting Discipline Weizhong Wang;

  • The Secretary of Liaoning Politics and Law Committee Shifa Ding;

  • The Governor of the Public Security Department of Liaoning province Feng Li;

  • The Head of the 610 office of Liaoning province Shanyun Song;

  • Deputy Directors of the 610 office of Liaoning province Changshun Zhang and Li Wei.

The nine investigation announcements were sent to the related areas, governments and public security departments immediately.

This announcement revealed that since the 16th of November 2003, there were ninety two Liaoning Falun Gong practitioners tortured to death. This figure shows that Liaoning Province has the fourth highest death toll of Falun Gong practitioners in China. This has been proved by the WOIPFG. The provinces that have higher death tolls are Jilin Province, Heilongjiang Province and Shandong Province. The announcement also details some media articles from mainland China and internal speeches of related departments. These different forms of evidence all proved that those who are under investigation were involved in or organised the persecution of Falun Gong in Liaoning Province.

The announcement calls on insiders to collect and keep the facts and evidence of the nine Liaoning Province government officials’ crimes of persecution against Falun Gong practitioners. At an opportune moment, they can hand this evidence over to the WOIPFG in a safe and reliable way. If possible, it also can be brought overseas and posted. This evidence includes written documents, pictures, tape recordings and videotapes, as well as evidence of their corruption and degeneration through the purchase of illegal properties, especially overseas properties.

According to news from WOIPFG, since the organisation’s establishment on 20th January 2003, they have received a great number of reports from both overseas and Mainland China. Some reporters are victims, whilst others are from different levels of government and public security departments.

After further examination and verification of the facts by the WOIPFG, they will hand over all the evidence to the top Procurator in Germany, the International Court of Justice, Human Rights Organisations and every country’s government. They will sue and expose the illegal activities of the Chinese government officers in their persecution of Falun Gong. According to the laws of certain countries, “foreign officials who are involved in violation of freedom of belief will be forbidden to enter...” WOIPFG will hand over the criminal records of these Chinese officers who are involved in persecuting Falun Gong to the customs and immigration departments of these countries to be placed on record, in order to prevent the criminals from entering into these countries. For those countries whose law does not contain this proviso, when the related Chinese officials visit, local Falun Gong practitioners can sue them based on this evidence immediately.
