[Changchun City, Jilin Province] Labour Camps Receive Verbal Instruction: "As Long As They Are Not Dead, Take Them."

The labour camps usually don't take practitioners who are physically in bad condition as a result of police torture (according to the rules, they are not supposed to take them in). Recently, however, a verbal instruction was passed down from the police to the labour camps: "As long as they are not dead, take them."

These few words reveal the nature of the wicked people.

Zhou Zhichang was one of the Dafa practitioners who were tortured to death by Chinese authorities. (See http://www.clearwisdom.net/emh/articles/2000/5/20/8979.html for the AP report). On May 16, 2001, Zhou's wife Wang Hongqiu was sent to the Shuangcheng Detention Centre. During her detention, Wang developed high blood pressure and coronary heart disease. Afraid of taking responsibility, the "4.28" Office of the Public Security Department planned to release her. Seeing an opportunity, city official Zhang Shiyue extorted three to four thousand Yuan from Zhou Zhiliang (the younger brother of Zhou Zhichang) and asked him to pay for a banquet that cost 750 Yuan. When family members go to request Zhang Shiyue to release practitioners, he routinely asks them for a banquet that costs about 1,000 Yuan.
