Teacher Handcuffed and Shackled for Two Weeks for Answering Survey Truthfully

Falun Gong practitioner Ms. Zhang Xiaojie answered a survey in the Qinhuangdao City Detention Centre honestly in December 2013. In response, officer Hu Wei put shackles on Ms. Zhang's hands and feet and immobilized her in the detention centre for half a month. The shackles weighed several dozen pounds.

The detainees are forced to do hard labour producing paper boxes for famous bakeries. The daily workload for each inmate has increased from several hundred to more than 2,000 boxes a day. In at least one cell, the quota per detainee is between 4,000 and 5,000 boxes daily.

When Ms. Zhang included that information on a survey, officer Hu Wei (in her 30s) retaliated.

The other prisoners made Ms. Zhang take a cold water bath. Officer Hu Wei attacked her with pepper spray because she refused to wear the inmate uniform. Hu also slapped her because she did not greet her properly.

Food provided by the detention centre is extremely poor. The detainees only get steamed hard buns; pickles; and soup. Many of them lose weight and suffer from malnutrition. The cafeteria sells other dishes, but each costs over 30 yuan1. Detainees in poor health must spend exorbitant amounts of money to buy additional food.

Ms. Zhang, 46, is an outstanding lecturer at the Senior Technician School of Qinhuangdao. She was arrested by the Domestic Security Division of the Haigang District Police Department on June 10th, 2013, and her home was ransacked. She is being held in the Qinhuangdao City Detention Centre.
