Mr. Liu Junbo Arrested Again After Being Persecuted Multiple Times

At 4 p.m. on November 2nd, 2012, Mr. Liu Junbo from Xinbin County, Liaoning Province went out to explain the truth regarding the persecution of Falun Gong to the public. At around 5 p.m., he was arrested by police officers from Xinbin County Police Station. It was reported that Mr. Liu was arrested because of an unresolved case connected to his arrest in April 2011. This time police officers sent him to Fushun City Second Detention Centre. Prior to this arrest, Mr. Liu had been persecuted by the police multiple times.

Mr. Liu is in his 30's and is employed by Xinbin County IRS. He is very honest, kind, helpful and is recognized as a good man. However, he has been persecuted multiple times by police because he practices Falun Gong.

1. Multiple Arrests and Persecution

In the afternoon on April 3rd, 2011, Mr. Liu Junbo was explaining the truth behind the persecution of Falun Gong to Chen Shizhong, a local man in Chaluzi Village, Yushu Township. Mr. Chen refused to believe Mr. Liu and arrogantly ridiculed Falun Gong. Then he reported Mr. Liu to authorities. Mr. Chen told Chen Yu, the head of the village, and also the Yushu Police.

When confronted by police, Mr. Liu was slapped a dozen times by Fan Baoyu, Director of Yushu Police Station. A driver called Bian Hemin also hit Mr. Liu. Then they forcibly took Mr. Liu to the Yushu Police Station. Director Fan Baoyu signed some documents and police officers Liu Chao and Dong Xianwei took Mr. Liu to the Xinbin County Detention Centre.

During this time the Xinbin County Police Department accused Mr. Liu of conducting criminal activities. Mr. Liu was persecuted by the Procuratorate, police officer Zhao Lianke from Domestic Security Division and then the Xinbin County Court. Mr. Liu held a hunger strike at the detention centre to protest all this. Later, he got out of detention, but was extorted for 2000 yuan1 by the Xinbin County Police Department.

On May 20th, 2010, Mr. Liu gave a pedestrian an amulet in the south side of Xinbin County. The amulet was to help the stranger understand the truth of Falun Gong; however this person was a police officer, and he sent Mr. Liu to the Xinbin Police Department. Then he was sent to the Xinbin County Detention Centre, where he held a hunger strike to defend his human rights. He was released in seven days. Mr Liu's family was charged 50 yuan per day for his stay there.

In another incident, on the evening of May 8th, 2009, Mr. Liu was distributing materials about the persecution of Falun Gong in a park right in front of the Xinbin County Government. He was reported by elementary school students. Mr. Liu was sent to the Xinbin County Police Department. At the police department, Zhang Yun was in charge of persecuting Mr. Liu. A police officer hit Mr. Liu. Then police officer Song Ke sent Mr. Liu to the Xinbin County Detention Centre. Mr. Liu Junbo held a hunger strike and was released after seven days, but he was charged 50 yuan per day which was deducted from his wages later.

At the end of May 2009, Mr. Liu Junbo was explaining the facts about Falun Gong to several students at Yanshui Bridge, Xinbin County. Three middle school students hit Mr. Liu with a brick and reported him to Xinbin County Police Department. Police officers then took him to the police department. Jiang Hong and Yin Liguo questioned Mr. Liu while another person recorded the conversation. Mr. Liu did not cooperate and was hit brutally by the person recording. Later, Mr. Liu was bailed out with his sister's guarantee and his work unit's guarantee. Mr. Liu was forced to pay a 2000 yuan bail.

2. Taken to a Brainwashing Centre

On November 4th, 2010, Mr. Liu was talking to a person about the persecution of Falun Gong at Xinbin County Mall. He was reported and arrested by the police and sent to the Luotaishanzhuang Brainwashing Centre in Fushun. In the brainwashing center, Mr. Liu refused to be transformed and held a hunger strike to protest the detention. In the brainwashing centre, Mr. Liu was hit by Wu Wei. Wu Wei used his elbow to hit Mr. Liu's back. On November 14th, Mr. Liu was released unconditionally after a week-long hunger strike.

On February 4th, 2010, Mr. Liu was arrested and his home was ransacked. He was detained in Fushun City Luotaishanzhuang Brainwashing Centre. It was reported that this arrest was ordered by upper level authorities. The goal was to arrest 13 Falun Gong practitioners.

On June 9th, 2009, Sun Jisheng and Chu Jun from Mr. Liu's workplace and Zhang Ling from Xinbin County Politics and Law Committee arrested Mr. Liu and sent him to Fushun City Luotaishanzhuang Brainwashing Centre. Mr. Liu was released after being detained for 58 days.

3. Workplace Withheld His Wages to Assist Persecution

The Xinbin County IRS announced that it has decided to stop Mr. Liu's wages and all benefits. Mr. Liu went to his workplace ask for his wages. The director of IRS Li Hong shirked his responsibility; “Go find the deputy director, Zou Deku. He is in charge of this.” Mr. Liu then went to find Zou Deku. Zou Deku also shirked his responsibility; “Go to the Bureau of Labour. They are in charge of this.” No one wanted to deal with this problem, so he was unable to get his wages back.

After Mr. Liu was arrested and sent to the Xinbin Detention Centre in April 2011, his workplace stopped his wages. When Mr. Liu was arrested again on November 2nd, 2012, his wages were still being withheld by the IRS.

4. Released Unconditionally but Harassed Again

Falun Gong practitioner Liu Junbo was framed, arrested and sent to Xinbin Detention Centre by Yushu Village Police Department in Xinbin County. Because he practises Falun Gong and clarified truth about Falun Gong. Mr. Liu held a hunger strike to defend his rights of religious freedom and became very weak. After a month, they were afraid of taking responsibility so they extorted 2000 yuan from Mr. Liu's family members and released him. Later they called to harass him from time to time. Police officer Xu from the Xinbin County Police Department called and threatened Mr. Liu's family, “If Mr. Liu escape, then the 2000 yuan will not be returned”. Judge Cui from Xinbin Court also called Mr. Liu's family, “Liu Junbo is not allowed to go out. We are going to try him”. Zhao Lianke, the director of National Security Division in Xinbin County also often called Mr. Liu's family to harass them.

5. Mr. Liu's Family Accuses Police

In a statement, Mr. Liu's mother accused the police and authorities of conducting unlawful actions:

Liu Junbo has been arrested many times due to practising Falun Gong and telling people the truth of the persecution. The police committed the crime of kidnapping according to “Article 239 of the Criminal Law regulations”.

According to “Article 245 of the Criminal Law regulations” the police committed the crime of unlawful search and trespassing on a residential property.

The constitution stipulates that citizens have the freedom of belief and expression. Mr. Liu was charged with the crime of “using a cult to interfere with national law enforcement”, when he was arrested and detained in the Xinbin County Detention Centre in April 2011. This false charge was a crime according to “Article 251 of the Criminal Law regulations” as it led to deprivation of citizens' freedom of religious belief.

The public security bureau, procuratorate, and court actions have violated the law and constitute an abuse of power.
