Falun Gong practitioner Mr. Wang Kaiming from Panjin, Liaoning had a brain haemorrhage for the second time on January 19th, 2011 at Ward 4 in Panjin Prison. He became unconscious and went into a vegetative state. To shirk responsibility, the prison sent Mr. Wang to the emergency department at the People's Hospital No. 2 in Panjin. Mr. Wang's hands and feet were cuffed while he was there. In March, the prison feared that Mr. Wang might die soon and sent him to Youtian Central Hospital in Liaohe for medical treatment. Mr. Wang Kaiming passed away on December 20th, 2011.

Mr. Wang Kaiming's wife Ms. Yao Guilan was arrested on March 15th, 2009 by the Panjin Domestic Security Team police because she was speaking the truth about Falun Gong in public. Ms. Yao was detained for 15 days and later sentenced to two years in prison. Ms. Yao was sent to Masanjia Forced Labour Camp by the Panjin 610 Office (an organisation of special agents just for persecuting Falun Gong), where she started to have illness symptoms. She was released but bedridden; she was unable to take care of herself. She passed away on August 9th, 2009.

Mr. Wang Kaiming started to practise Falun Gong in 1996, and was a volunteer assistant at his local practice site. Mr. Wang followed the guiding principles of Truthfulness-Compassion-Forbearance, and became a healthy, dedicated worker. Those around him saw him as a good supervisor, a good coworker and a good husband. Mr. Wang and his wife were persecuted many times after the Chinese Communist Party (CCP) started the persecution of Falun Gong.

On April 28th, 2008, policemen Han Shilong and Xing Baochang from the Gaocai Police Station in Panjin, Wang Guolin from the local neighbourhood community office and others used the excuse of the upcoming Beijing Olympics Games to arrest Mr. Wang Kaiming outside of his home. They snatched Mr. Wang's house key from him and went inside his apartment. Policemen took away Mr. Wang's computer and many other personal belongings without the permission of any family members.

Mr. Wang Kaiming was secretly detained at the Panjin Detention Centre for almost half a year. He was sentenced to 4 years in prison in October 2008 by a Panjin Court. Mr. Wang was first brutally tortured at Nanshan Prison in Jinzhou, then transferred to Squad 9 of Ward 4 at Panjin Prison in the later part of 2009. Squad leader Wang Junsong and other guards brutally persecuted Mr. Wang with various means.

On April 14th, 2010, Mr. Wang became unconscious after being tortured by prison guards from Ward 4 at Panjin Prison. Mr. Wang's family was notified after he was sent to the intensive care unit at the People's Hospital No. 2. Mr. Wang was diagnosed with a brain haemorrhage and was in critical condition. His hands and feet were cuffed as he was lying on the bed. He received a large amount of medication through IV. He could not speak and only his daughters were allowed to care for him. Mr. Wang's wife, Ms. Yao Guilan, had passed away due to persecution in September 2009. His eldest daughter just had a baby, his second daughter is a college student. His daughters repeatedly requested permission to have their father released for medical treatment; however, Panjin Prison claimed that the Gaocai Police Station would not grant such permission, therefore the request could not be granted. Mr. Wang spent 11 days at the People's Hospital No. 2 and was then sent to Panjin Prison Hospital. The persecution continued there and the medication he received while he was there is unknown.

In January, 2011, Mr. Wang had a brain haemorrhage for the second time and went into a vegetative state. Panjin Prison sent Mr. Wang to the People's Hospital No. 2 at Panjin again, and again his hands and feet were cuffed. It was not until March, after Mr. Wang's condition did not show any sign of improvement and Panjin Prison started to fear being held responsible if Mr. Wang died, that Panjin Prison finally allowed him to be released for medical treatment. Mr. Wang was transferred to the Central Hospital of Liaohe Oilfield, where his two daughters took care of him. All of the family's over 100 thousand yuan1 in savings was spent on his medical treatment. Mr. Wang had no income nor health insurance ever since he was terminated from his job. His condition deteriorated rapidly in December 2011, and he passed away on December 20th. His fellow practitioners went to visit him while Mr. Wang was at the Central Hospital of Liaohe. Mr. Wang had tears coming out of his eyes but he never spoke again.

The persecution of Ms. Yao Guilan

Mr. Wang Kaiming's wife, Ms. Yao Guilan, started practising Falun Gong in 1996 and regained her health. She was arrested by police when she went to Beijing in October 2000 to appeal for Falun Gong . She was sent to Panjin Forced Labour Camp, which had detained over 200 male and female Falun Gong practitioners between 1999 and December 2000. Panjin Forced Labour Camp used various cruel physical torture methods to force Falun Gong practitioners to give up their belief. Three practitioners died from the torture and over 100 practitioners suffered physical injury. This camp received the “Advanced at Transformation” [forcibly renounce Falun Gong] award by the Liaoning provincial office and the Ministry of Public Security. Labour camp officials also received large bonuses as encouragement from provincial and city government agencies and the Ministry of Public Security.

On May 26th, 2001, Ms. Yao Guilan and 28 other female Falun Gong practitioners were taken to the labour camp's guest house by over 10 group leaders including: Yi Xiuyan, Liu Jing, group leader Huang Liang, Cai Li, Wang Yan, Qi Xia, Yan Lina, Liu Yumei, Li Jie, Zhao Hongyan, Liu Min, etc. The group leaders had metal bars and electric batons with them. Falun Gong practitioners stayed upstairs of the guest house without food or water, and were not allowed to sleep or use the toilet. They were made to stand in unnatural positions such as bending forward, heads down, sticking out one's bottom, bending the legs, squatting with hands holding the head. The windows of the building were covered with paper so no one could see them from outside. If anyone could not keep the position, they were beaten. They were taken to the downstairs dining hall one by one to be beaten with metal and electric batons. Ms. Yao Guilan was beaten by Yi Xiuyan, Liu Jing, Huang Liang, Cai Li, Yan Lina, Wang Yan and Qi Xia. Ms. Yan had painful bruises and swellings on her legs and back.

The day before the Chinese New Year in 2000, Mr. Wang Kaiming went to visit his wife and asked the group leader on duty to help deliver 1,000 yuan to her. The rule was that Falun Gong practitioners who had not been “transformed” were not allowed to receive visitors, but their visitors could leave money with the group leader on duty. However, the group leader on duty that day kept the money for herself. There was a total of 7,000 yuan lost that was intended for 14 Falun Gong practitioners. The labour camp chief Zhang Shoujiang asked group leader Yi Xiuyan to investigate (deputy group leader Liu Jing is in charge of money), but the investigation ended without any result and the lost money was not returned. All the Falun Gong practitioners at the camp were aware of this incident.

Ms. Yao's health deteriorated while she was at the labour camp. She was very thin, and against her will, she yielded to the “transformation.” She was released on March 2002. She published a “Solemn Declaration” on Minghui.org, that she wanted to continue practising Falun Gong. Her health was restored after she started cultivation again.

In March 2009, Ms. Yao was arrested by police from the Zhengxing neighbourhood community while she was giving out booklets exposing the persecution of Falun Gong at Xinglong Building 400 at Xinglongtai District in Panjin. She was detained at Detention Centre No. 3 at Bohai for 15 days. When she was persecuted there, she threw up a lot and lost weight. She was not “transformed,” thus was transferred to Masanjia Labour Camp 15 days later. She was not admitted because she did not pass their physical exam. She was still monitored after she went home. Ms. Yao's physical condition worsened as she was constantly worried about the brutal torture her husband Mr. Wang was suffering in prison. She was admitted to the Hospital of Liaohe Oilfield, where she passed away in September 2009.
