Supreme Court lawyer Ragnar Adalsteinsson believes that the Icelandic government has both a legal and ethical obligation to launch a lawsuit against Luo Gan for human rights violations in China. He thinks that according to common law, we do not have any choice.

“If the government does not respond it can be considered that the Icelandic people are in agreement with this man’s conduct as well as that of the Chinese government,” says Ragnar. Since Luo planned to leave the country today, Ragnar wants him to be investigated immediately so that the claim for his arrest or detention can be submitted. Ragnar’s lawsuit was launched on behalf of three Falun Gong associations and eleven individuals. The claim was sent to Bogi Nilsson, the state prosecutor, and he will make a decision as to whether the case will be sent to the state police office or not. Bogi could not be contacted yesterday.

Haraldur Johannessen, a state-police officer dined with Luo Gan yesterday and said after it that he had not received any claim. He did not want to express any view on the case.

Bjorn Bjarnason, the Minister for Justice, said that Ragnar’s claim would go through the usual channels within the legal system until a decision is made by the relevant authorities.

People Jailed without a Trial

Dr. Li Shao is one of the individuals in Ragnar’s claim. He says that Luo Gan is the head of security in China and is responsible for the torture and arrest of hundreds of thousands of individuals without trial. In labour camps, people have had to endure terrible violence such as sexual abuse, electric shocks, beatings, brainwashing and forced abortions. The institution that Luo is in charge of is systematically investigating every corner of society for people that do not agree with or are against the government and then starting to persecute them. Li says that his sister-in-law has been arrested and sent to a labour camp without a trial. She did not get out until the British government took action, but Li is now a British citizen and lives in Britain. This is how he is aware of Lou Gan and his governments´ terror.
