Zurich is the sister city of Kuming in China. Falun Gong practitioners in Zurich are very concerned about the practitioners in Kunming who are suffering beatings, torture, illegal imprisonment and even death at the hands of Jiang Zemin’s regime. They have drafted a petition to request the Zurich City Council to pass a resolution to appeal for an end to Kunming’s persecution of Dafa practitioners. 20,967 people have signed this petition.

After the seminar, the Chief of Amnesty International in Italy and the Chief of the Italy-Tibet League clearly understood the persecution of Dafa in China. They also expressed concern over Article 23 and said that they would pay attention to this from now on.

The vicious policemen injured Shen's eyes. Instead of stopping the torture, the policemen escalated it by hanging the practitioners with handcuffs 24 hours a day while torturing them with various gruesome instruments. Realizing that all the torture methods failed to work, the policemen locked a few Falun Dafa practitioners in a freezer.

Officials and visitors to the European Parliament building were very impressed by the peaceful scene that confronted them as the practitioners did Falun Gong exercises and collected signatures against Article 23. They gave encouragement and support to the practitioners.

After briefly describing the basics of Article 23, the practitioner revealed how this legislation is the direct result of pressure from Jiang Zemin’s regime in China. He told the viewers how Article 23 would limit the freedoms of Hong Kong people.

"I appreciate you taking the time write to me and am very sympathetic with the points that you raise. I would like to assure you that my colleagues and I in the Liberal Democrats take your concerns very seriously..."

'Article 23 will endanger the integrity of Hong Kong’s [financial and judicial] systems and will block the free flow and exchange of information and ideas. By doing this, Article 23 will endanger economic vitality and stability in Hong Kong, things which have always been the mainstay and strength of the region.'

On Thursday 19th December 2002, more than seventy people staged a peaceful rally at Circular Quay in Sydney to raise public awareness of Hong Kong's proposed enactment of the Basic Law's Article 23. Participants included human rights groups, scholars, and those with ties to Hong Kong.

"During detention, my sister in-law was hung up and handcuffed inside an iron cage during the very cold winter. She was even forced to stand on the ice and snow whilst shackled for half a month."

Mr. Cong Zhongxiao is 39 years old and received his master's degree from the Dalian Science and Technology University. Before 1999, he had worked for the Dalian City Beida Vehicle. He took up Falun Gong in 1997 and became a very good citizen and hard worker. After the persecution began, due to his steadfast belief in Falun Dafa he has suffered much at the hands of Jiang Zemin's regime. This is his story and a call to help rescue Cong Zhongxiao from brutal treatment and torture.

Chinese folklore is full of ancient stories of cultivation, immortals and Taoists. 'About a month ago, I learned that the European Parliament drafted a resolution against the enactment of Article 23 and that members of the Parliament would vote on the draft. If the resolution was passed, undoubtedly it would have a significant effect on blocking the implementation of the anti-subversion law in Hong Kong. Nevertheless, I was too busy to pay much attention to this issue at that time...'
