Ms. Wang Xiuqing and her youngest daughter Ms. Qin Hailong were both sentenced to 18 months of forced labour because they sought redress for the death of their husband and father, Falun Gong practitioner Mr. Qin Yueming, who died in Jiamusi prison as a result of torture on February 26th, 2011.
Mother and daughter are currently being held in Qianjin Forced Labour Camp in Harbin City. The older daughter, Ms. Qin Rongqian, went to visit her mum and younger sister in the labour camp on August 18th, 2012, but camp officials initially refused to allow her to see her younger sister. Only after the mother pleaded with the authorities was the older daughter eventually allowed to visit her sister, who showed very obvious signs of being subjected to physical abuse and torture. The guards had beaten and shocked her with electric batons in attempts to force her to give up her belief in Falun Gong.
Ms. Qin Rongqian went to visit her mother and sister in the Qianjin Forced Labour Camp on August 3rd, 2012. Camp officials told the relatives of Falun Gong practitioners who wanted to meet with their detained family members that they had to sign a so-called “Agreement to Help and Educate.” The camp officials threatened them, “If you don't sign, you don't visit.” Ms. Qin refused to sign. Only after persistent demands did camp officials eventually allow her to visit her younger sister.
Falun Gong practitioners were being subjected to a new round of persecution in the camp at this time, and the atmosphere was intense. Each practitioner was ordered to sign prepared statements and to be fingerprinted. If they refused to comply, they were beaten. Ms. Qin Hailong refused to sign.
Younger sister Qin Rongqian returned to the labour camp again about two weeks later, on August 18th, and she learned that her younger sister had been subjected to physical abuse and torture since their last meeting. She had been beaten and shocked with electric batons many times, leaving many visible scars on her body. A guard had forcibly dragged her, causing Ms. Qin to be unable to breathe and almost suffocate. The physical abuse continued until August 17th. When the visit came to an end, Ms. Qin Rongqian saw her younger sister grasping her left lower back in great physical pain as she walked away.
Husband and Father Died of Injuries Due to Torture Earlier This Year
On February 26th, 2011 Mr. Qin Yueming died at Jiamusi Prison as a result of torture and mistreatment. When his body was turned over, a great deal of blood poured out from his mouth and nose. His neck, back, lower back and legs were also bruised and scarred. Mr. Qin's family filed complaints to judicial departments of different levels up to the National Supreme Procuratorate and the Supreme Court, but they still have not seen any redress for these crimes. Instead, Mr. Qin's wife and younger daughter were arrested and subjected to forced labour.
Mr. Qin's older daughter, Ms. Qin Rongqian, took to the street to collect signatures to seek support. Villagers from Mr. Qin's hometown were shocked at the death of such a good person. Within two weeks, more than 15,000 people signed the petition with their fingerprints to support Rongqian's efforts to seek redress for the death of her father.
Amnesty International recently issued a call for urgent action. It calls upon the Chinese authorities to immediately release Mr. Qin Yueming's wife and daughter. The organisation's recent investigation found that Mr. Qin Yueming's wife, Ms. Wang Xiuqing and his daughter, Ms. Qin Hailong have been physically abused and tortured in the forced labour camp.
