Falun Gong practitioner Mr. Cheng Zipeng from Hubei Province was sentenced to a four-year imprisonment term in the Fanjiatai Prison in Shayang County, Hubei Province. He was scheduled to be released on July 1st, 2012. However, officials from the Anlu City 610 Office (an organisation of special agents just for persecuting Falun Gong) collaborated with prison officials and sent him to the Hubei Province Brainwashing Centre on his release date. His family had hoped to pick up him, but were turned away.

On the morning of July 1st, Mr. Cheng’s family went to the prison very early and waited at the gate for him to be released. Four officials from the Anlu City 610 Office, including chief Song Huaming and deputy chief Nie Hanzhang, arrived at around 8:00 a.m. in a vehicle whose number was E K2531.

Mr. Cheng was brought out shortly after the officials arrived. He was held by Xiao Tianbo, head of the No. 4 Ward of the prison, and directly brought to Song Huaming and Nie Hanzhang. The officials said that they needed to send Mr. Cheng to “study,” which actually meant that he would be sent to a brainwashing centre. Mr. Cheng’s family strongly objected and attempted to stop them. However, Song Huaming threatened them and forcibly took Mr. Cheng away.

Mr. Cheng was then taken to the Hubei Province Brainwashing Centre. It was learned that due to the brutal tortures he suffered in the Fanjiatai prison, his hair turned grey and a big hemangioma appeared on his ear.

Mr. Cheng, 50, is a former staff member of the Hubei Province Anlu Construction Bank. Before he practised Falun Gong, he was infertile as a result of a renal hemorrhage. After he began practising Falun Gong in 1996, he became healthy physically and benefited mentally. He and his wife had a son in 2005. The child is now in primary school. However, he couldn’t see his father for four years because the Communist regime persecuted his father.

Mr. Cheng was sentenced to four years of imprisonment merely because he didn’t give up his belief in Falun Gong. His parents are nearly eighty years old and his son is less than ten. They had to go on without him and care for the family for four years. They had expected his safe return on his release date, but seeing that he was arrested again, the family was in great distress.

Mr. Cheng Subjected to Detention Multiple Times

Mr. Cheng and his family of five went to Beijing in October 2000 to appeal for justice for Falun Gong. The 610 Office agents and personnel from the Anlu City Police Department arrested him and locked him up in the Sili Detention Centre. While detained there, his daily necessities were taken away and divided among the criminal inmates. He was detained in the same cell as those on death row, and forced to take showers with cold water and clean the toilet by hand.

After he was released, his employer dismissed him. His phone was tapped, and his home was placed under surveillance. The police harassed him on every sensitive date.

On the evening of June 23rd, 2001, Chen Xinyun and four agents from the Political and Security Section of Anlu City Police Department broke into Mr. Cheng's home and took him into custody again. They ransacked his home and confiscated his Falun Gong books and many personal belongings. Mr. Cheng was then sent to the Sili Detention Centre and subjected to severe torture. The cell head and criminal inmates hit him in the chest, causing him such pain that he had difficulty talking and breathing. Chen Xinyun and other guards tortured him for two days in an attempt to extract information. After five months in the detention centre, the persecutors sent him to the Shayang Forced Labour Camp for one and a half years.

The Third Division at this forced labour camp is a place where drug addicts, criminals, and guards abuse innocent detainees. Team leader Li forced Mr. Cheng to stand facing a wall for eight hours. He had to stand on one leg in a snowy field. In the morning he had to squat in a military position. In the afternoon he had to sit on a small stool. He was forbidden to speak or use the toilet and forced to do physical labour. The drug addicts often dragged him into the restroom and severely beat and kicked him. Due to the brutal torture, Mr. Cheng lost consciousness and was thus released on medical parole.

On July 2nd, 2008 at around 10:00 p.m., a number of police, including Chen Xudong and Huang Yajun from the Anlu Domestic Security Division and Chen Xinyun from the Fucheng Police Station, arrested Mr. Cheng again. They arrested him on the street, tearing his clothes to pieces in the process. Mr. Cheng was first incarcerated at the Sili Detention Centre for eight months. On February 10th, 2009, the Anlu City Court secretly put him on trial and sentenced him to four years of imprisonment. He was then incarcerated at the No. 2 Division of the No. 4 Ward, Fanjiatai Prison.
