Mr. Li started practising Falun Gong in 1998. In 2000, he was sentenced to three years at the Hehuaken Forced Labour Camp in Tangshan because he refused to renounce his belief. He was shocked with electric batons, forced to sit on a bench for long periods of time, tied up so tightly with rope that it cut deeply into his flesh, and forced to do hard labour. He was released in 2003.

Mr. Li was dismissed from his workplace without any reason, and was given the severance pay for a temporary worker instead of a full-time employee, which he was entitled to. He did not receive any other benefits. When Mr. Li asked to have his job back, the company refused to reinstate him.

Officers from Kaiping Domestic Security Division, Kaiping Police Station, and Shuidong Police Station arrested Mr. Li and his wife, a non-practitioner, at their home on February 25th, 2012, and then ransacked the home. Mr. Li was taken to the Kaiping Domestic Security Division in Tangshan, where he was beaten. He was later taken to the Tangshan No. 1 Detention Centre.

At the detention centre, Mr. Li protested his persecution and shouted “Falun Gong is good.” The guards taped his mouth shut, handcuffed him, and put shackles on his feet. He was then locked in solitary confinement. Mr. Li held a hunger strike for more than two weeks to protest the torture. Guards then tied him down on a bed and force-fed him through a tube inserted into his mouth three times a day.
