On the morning of May 3rd, Domestic Security Team Leader Chen Ju from the Qitaihe City Police Department in Heilongjiang Province led about ten people, including officers from the Domestic Security Team and Xincheng District Police Station, and personnel from the local Community Committee, to break into a few residents' homes and forcibly remove and confiscate their satellite TV receivers used to receive TV signals from overseas TV stations.

According to witnesses, the group of police broke into the residents' homes. As soon as they found a satellite TV receiver, they claimed it could be used to watch New Tang Dynasty Television (NTDTV), a TV company that broadcasts programmes exposing the persecution of Falun Gong. They then forcibly removed the receiver and took it away. The owner of the receiver argued that it was not illegal to use a satellite TV receiver to watch TV. The police not only didn't listen to the residents, but also warned them to “be careful.”

Some residents were not at home and their doors were locked. The police climbed over walls to break into the houses and take away the receivers. The neighbours saw this and tried to stop the illegal actions.

Officers Li Hong, Pang Yinggui, Li Hong, and Yang Haifu from the Xincheng Police Station had already broken into Falun Gong practitioners' homes on April 12th and April 13th to check who had installed the satellite TV receivers, which could receive the New Tang Dynasty Television signal. The police started confiscating them on May 3rd.
