Police Officer Li Youmin of Quzhou County, Hebei Province Arrests Pregnant Woman and Leaves Her Children Behind

Ms. Li Xuemei, 31, was reported to the police for telling people the facts about Falun Gong on a web chat. At around 7:00 p.m. on August 9th, 2011, Chen Shifeng and Yang Yougang, the chief and deputy chief of the Quzhou County Public Security Bureau Domestic Security Division, along with two other police officers, broke into her home. They showed no identification, arrested her, and confiscated her computer, printer, two mobile phones, and Falun Gong books and materials. Ms. Li was interrogated until midnight before being released. Ms. Li's husband only got back one of the mobile phones, as Chen Shifeng refused to return the other items. An acquaintance of Ms. Li who worked in the Public Security Bureau said that they could conclude the matter by paying 10,000 yuan1, but the family refused to pay.

Ms. Li heard knocking at her door on the afternoon of December 4th. When she opened it, a person smelling of alcohol came in and asked her, “Are you Li Xuemei?” Li Xuemei asked him, “Who are you?” He claimed that he was from the Public Security Bureau, but he wasn't wearing a uniform and didn't show his ID. He turned out to be police officer Li Youmin. He touched Ms. Li's face, and said, “So young.” He then grabbed her hand and said, “Let's go chat inside.” After Ms. Li firmly refused his advances, Li Youmin called to two others who were waiting outside the door to drag Ms. Li out.

Ms. Li Xuemei was seven months pregnant, and her other two children, ages six and two, were terrified. They held on to their mother and cried loudly. Li Youmin roughly pulled the kids apart and shut the door in their faces, leaving them alone in Ms. Li's home. By this time, Ms. Li Xuemei had been dragged down the corridor with little clothes on and barefoot, and she was fighting to get back to her children. When Li Youmin saw this, the three men lifted her up and forcibly carried her downstairs. Ms. Li shouted, “You are acting like bandits! I have not done anything wrong, you will receive retribution for persecuting good people.” Li Youmin replied, “Yes, just consider me a bandit, then.”

The three men carried her to the police vehicle downstairs and drove away, still having not identified themselves. When the car stopped, they put handcuffs on Ms. Li, dragged her to the Nanliyue Township Clinic for an ultrasound, which confirmed that she was pregnant. They then drove her to Nanliyue Police Station and put her in a room. Li Youmin tried to pull down the zipper of her padded vest, at which point he was again rebuffed by Ms. Li. After holding her for an hour, they sent her back to the clinic.

Throughout the process, Ms. Li Xuemei, seven months pregnant, was dragged around in the heavy snow while barefoot and in thin clothes. When it was all said and done, Ms. Li Xuemei had to walk home barefooted.

Li Youmin lives in Zheng Village, Anzhai Town, Quzhou County, Handan. He is the chief of the Supervision Brigade in Quzhou County Public Security Bureau.
