Ningan Politics and Law Committee of Heilongjiang Province Conspired to Arrest Six Falun Gong Practitioners

On the morning of October 19th, 2011, Yan Hecheng, a deputy party secretary of the Ningan Politics and Law Committee, went to the Ningan City Professional Education Centre. He tried to arrest Ms. Li Hongxi, who was working at that time, but he failed to do so. The next day, Yan Hecheng ordered policemen He Xiyou and Yin Yan, who were not wearing police uniforms at the time, to arrest Li Hongxia. In the ensuing struggle, they pulled off Ms. Li's coat and grabbed her by the hair.

On the morning of October 21st, the Ningan First Police Station dispatched officers in a police vehicle to ransack Mr. Li Hongxia's home. At 8 a.m. on November 9th, Xu Hai, party secretary of the Discipline Inspection Committee of Ningan Education Department and Wen Zhigang, director of the party committee, went to the Professional Education Centre. They demanded that Fu Wei ask Li Hongxia to come to the student cafeteria under the pretext of a conversation. Ms. Li was taken away and sent to the Mudanjiang Brainwashing Centre.

After Ms. Li Hongxia was taken to the brainwashing centre, Ms. Shang Xiufang went to the politics and law committee to request her release. Yan Hecheng was very angry and ordered the local police stations to submit a list of Falun Gong practitioners. The list included Shang Xiufang, Wang Shuyun, Li Changqun, Xu Libo and Liu Yan, and was given to the Ningan Domestic Security Division.

On November 28th, the Mudanjiang City Domestic Security Division was guided by Li Hongjun and other policemen from the First and Fourth Police Stations to go to the companies or homes of the Falun Gong practitioners on the list. Ms. Shang Xiufang, Ms. Wang Hongxia, Ms. Wang Shuyun and her husband Zhang Qianyi, as well as Mr. Li Changqun, Ms. Liu Yan, Ms. Li Mingsu and Ms. Xu libo from Langang Town were taken away. Zhang Qianyi is not a practitioner and was released that night. The six Falun Gong practitioners are being detained in the Mudanjiang Detention Centre .
