On November 13th, officers from the Heilongjiang Province Department of Public Security colluded with Han Shi from the Harbin City Police Department and officers from the Shuangcheng Domestic Security Division to arrest 56 Falun Gong practitioners. They arrested five more practitioners on December 7th and 9th. The perpetrators also went to practitioners' homes in Shuangcheng City many times to harass them. If the practitioners weren't at home, they arrested the practitioners' non-practitioner family members.

At around 2:00 p.m. on December 7th, about five officers from the Shuangcheng City Criminal Police Division No. 3 went to Mr. Liu Qingyi's home in Hongwei Village, Handian Town. They arrested Mr. Liu and confiscated Falun Gong items and several mattresses. Afterward, they proceeded to arrest Ms. Liu Qingxiang at home. They wouldn't even allow her to put on her overcoat before taking her away.

The police then went to two other practitioners' homes, but found their doors locked. They finally went to another practitioner's home and took many personal belongings. They arrested the practitioner's non-practitioner husband and released him the next day.

On December 9th, about six officers from the Wujia Town Police Station arrested Ms. Cang Jinxiu from Wujia Town and two elderly practitioners from Nuanquan Village: Mr. Zheng Shining, 71, and Ms. Du Guilian, 64. They took computers, tape recorders, Falun Gong books, and other personal belongings from the practitioners' homes. Mr. Zheng was so frightened that he fainted and had to be taken to the Wujia Town Hospital for emergency treatment. That same afternoon, the two elderly practitioners each had 3,500 yuan1 extorted from them by officers from the Wujia Town Police Station before they were released. Ms. Cang Jinxiu was taken to the Shuangcheng City Detention Centre.

Around 3:00 p.m. on December 9th, a group of plainclothes police officers drove a car without a licence plate to Ms. Zhang Shuxia's home in Hongwei Village, Handian Town, in an attempt to arrest her, but Ms. Zhang wasn't at home.

Prior to the recent arrests, 56 practitioners from Harbin and Shuangcheng were arrested on November 13th. About 50 of the arrested practitioners were attending a Falun Gong cultivation experience sharing at a practitioner's home in the family compound of the Shuangcheng City Urban Construction Bureau. That same afternoon, the police ransacked practitioner Ms. Luo Yanjie's home and arrested Ms. Jiang Xiaoyan and Mr. Fang, who were visiting Ms. Luo Yanjie's son, Mr. Fan Wentuo. About 3:00 p.m. that same day, Mr. Kang Changjiang and Ms. Wang Yali, who hadn't attended the Fa conference, were arrested. While the police were ransacking Mr. Kang's home that same night, four practitioners happened to go to his home and were arrested. Nine female practitioners were taken to Qianjin Forced Labour Camp on November 30th, and six male practitioners were taken to Suihua Forced Labour Camp. Two elderly female practitioners were released because they showed symptoms of high blood pressure. The rest of the practitioners are being held in the Shuangcheng Detention Centre and the Harbin No. 2 Detention Centre.
