Suizhong Economist Sent to Forced Labour Camp for the Third Time

Ms. Li Xiaoyan was arrested outside the infirmary of Xingcheng Weapons Department by officers from the Diaoyutai Frontier Station on October 23rd, and was recently sent to the Masanjia Forced Labour Camp for the third time for practising Falun Gong. Ms. Li is a former economist with the Suizhong Agriculture Economy Development Bureau.

The Huludao 610 Office (an organisation of special agents just for persecuting Falun Gong) set up a brainwashing centre in the Xingcheng Weapons Department infirmary, where arrested Falun Gong practitioners are detained. At that time, Ms. Li and her companion were walking outside the infirmary when several guards suddenly surrounded them and seized them. During the brainwashing session, her companion managed to escape, but Ms. Li was arrested.

Liu Huanyu from the Suizhong Domestic Security Division was present during the brainwashing session. The Xingcheng Police Department notified officers from the Diaoyutai Frontier Station to arrest Ms. Li Xiaoyan and her companion. Ms. Li was sent to the Huludao Detention Centre that day and held for 15 days. However, there was an administrative error and Ms. Li’s detention letter did not include the dates of her custody.

On November 7th, Ms. Li's family went to the Huludao Detention Centre to pick her up. They were told that she had been sentenced to 21 months of forced labour by the Xingcheng Police Department and had been transferred to Masanjia Forced Labour Camp.

Earlier, in 1999, Ms. Li spent three years in Masanjia Forced Labour Camp because she had written appeal letters to explain the facts about Falun Gong. In the summer of 2002, she was released on bail for medical treatment because she was in very weak condition as a result of persecution. While she was in the camp, the Suizhong Agriculture Bureau fired her. Chinese Communist Party (CCP) personnel often harassed her after she was released, and her husband divorced her because he could not endure the enormous pressure from the authorities.

On December 13th, 2006, at about 11:30 p.m., Ms. Li Xiaoyan, Ms. Wang Yingwei, Ms. Li Guang, and Ms. Zhou Yingchun were on the No. 1230 train travelling from Fuxin to Shanghai. Li Yunhu and three other railway officers from the Jinzhou Railway Police Department arrested the four practitioners and took them to the Jinan Railway Detention Centre. During their detention, Li Changhua, chief of the Suizhong Domestic Security Division; Liu Zhonghe; Liu Huanyu; and other officers from the Jinzhou Railway Police Department ransacked Ms. Li Xiaoyan's mother’s home.

In January 2007, Ms. Li Xiaoyan was sentenced to forced labour for two years; Ms. Li Guang, for two years; and Ms. Zhou Yingchun, for two years. They were taken to the Shandong First Women's Forced Labour Camp in Jinan, Shandong Province. Ms. Li suffered kidney failure and a heart attack as a result of persecution in the camp. After being released, she was able to restore her health by practising Falun Gong.

For the past decade, Ms. Li Xiaoyan has also been persecuted financially. The Suizhong Agriculture Economy Development Bureau fired her without following proper procedures or getting approval from the proper department. As a result, Ms. Li had no income and life was difficult for her. She went to the Agriculture Economy Development Bureau and the proper department and asked that she be allowed to return to her job. The two departments shifted responsibility to each other.

On January 14th, 2011, Ms. Li appealed to the Suizhong Human Resources Arbitration Committee, requesting that the Agriculture Economy Development Bureau allow her to resume her job. The committee did not accept her appeal, saying that the time limit on her case had expired. Ms. Li laer filed a lawsuit with the Suizhong Court, but there has been no response.
