Crimes Committed by Chief of Domestic Security Division in Gongzhuling City, Li Jianqi

Li Jianqi is the chief of the Gongzhuling City Domestic Security Division in Jilin Province. He arrested practitioners Mr. Li Hui and his wife Ms. Wang Hua, and sent them to jail on fabricated evidence. He later shamelessly stated to their family that the police could arrest innocent people even without evidence, stating that they did not need to follow any laws.

Since he was assigned the position of chief, Li Jianqi has arrested many practitioners. On April 16th, 2009, he and a dozen officers, including political director Wang De, Taojia Police Station deputy director Li Hui, and officer Yao, broke into Mr. Li's home in Yihe Village and arrested Mr. Li and Ms. Wang. The police ransacked their home, and confiscated their laptop computer, colour printer, big screen TV, DVD player, and 10,000 yuan1 in cash. Only 3,600 yuan was later returned to the family.

More than 800 people signed a petition requesting the immediate release of Mr. Li and Ms. Wang. Li Jianqi stated, “If we release them, then it would be like admitting that we shouldn't have arrested them in the first place. We will not release them.” Chang, director of the Taojia Police station, said, “If there is no crime, we will make one up. After that, we will sentence them.” In this manner, Mr. Li was unjustly sentenced to five years in prison and is currently imprisoned at the Jilin Prison. Ms. Wang was sentenced to three years in prison and was imprisoned at the Changchun Heizuizi Women's Prison. She was released on September 15th, 2011.

The couple's daughter and son demanded justice, speaking with Li Jianqi about the arrest in the Gongzhuling Police Department on July 7th, 2009. During the conversation, Li admitted several times that the persecution of Falun Gong practitioners does not fall within any law, and that they may arrest anyone they wish.

After failing in her appeal to the police, Mr. Li's daughter sought legal help through several law firms in Changchun City. The attorneys had similar answers: “Accept the facts. The Chinese Communist Party (CCP) is a bunch of thugs. You may have our sympathy, but we dare not help you. If we help you fight for a 'not guilty' verdict for your parents, saying that Falun Gong practitioners should have freedom of belief, then we will be persecuted just as your parents have been.”

Mr. Li's daughter submitted an appeal with eight hundred signatures to the leaders of the legal system, hoping that they might be moved to release her parents. However, they laughed it away, saying, “This does not mean anything.”
